The Executive Director, Integrated Logistics Support Center (ILSC), provides leadership of major organizations to include Weapon Systems Program Management (WSM), Supply Chain Management, Maintenance Management, Customer Support/Readiness, Integrated Logistic Support (ILS) for the US Army Tank-automotive and Armament Command (TACOM) and logistic matrix support to the Portfolio Acquisition Executives (PAE) Program Executive Office and associated Capabilities Portfolio Executive Offices (CPE). The Center includes systems acquisition planning and management, logistic products development and acquisition, total package fielding, initial and sustainment logistics support, Organic Industrial Base (OIB) Headquarters Management, and Class IX Depot Level Reparable (DLR) supply chain management for TACOM Ground Combat system, Combat Support and Combat Service Support, as well as Weapons, Soldier equipment, and Chemical, Biological, and Chemical Equipment, and TACOM's organic industrial base (Anniston Army Depot (ANAD), Red River Army Depot (RRAD), Sierra Army Depot (SIAD), Joint Manufacturing and Technology Center (JMTC), Watervliet Arsenal (WVA)). The mission supports the U.S. Army, Army Reserves, National Guard, other Department of War (DoW) components, and security assistance customers internationally.

The ILSC Executive Director is responsible for sustainment of all TACOM managed equipment, 7.2K LIN's and 50K Class IX repair parts at a value of approximately $58 billion dollars, serves as the executive agent for command policy governing TACOM's Depots and Arsenals, oversees the TACOM Logistics Assistance Representative (LAR) Program, oversees the FMX program through the management and execution of equipment repair and maintenance at US Army training sites, serves as the Army Materiel Commands management authority for the Non-Army Managed Items (NAMI) programs valued at over $1.0B in AWCF Contract Authority annually, the US Army Donations, Loans and Leases program. In addition, The ILSC Executive Director has the management responsibility for assigned systems, integration of various logistic functions, and the simultaneous integration of logistics, maintainability and MANPRINT considerations into research, design, engineering, development and production phases to assure optimum system performance, timely and economical initial support, and reduced operating and support cost over the life cycle of a system's performance. The mission is characterized by its approximately $10 billion dollar budget in support of a world-wide fleet of over 850 acquisition programs consisting of over 650 thousand individual vehicle systems and equipment.

Reports to the Deputy to the Commander or Commander to execute assigned responsibilities in line with established policy and objectives. Final decision-making authority is delegated for most matters relative to day-to-day management of the Command's Integrated Logistics Support Center (ILSC) mission. Decisions are accepted as authoritative. Work is evaluated in terms of results achieved in meeting overall objectives. Oversees a workforce of 2723 combined military and civilians; directly supervises personnel at the COL and NH-04(GS- 14/15) levels.

Acquisition Position Information:
1. This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate Army official, (i.e., the Army Director of Acquisition Career Management, the Army Acquisition Executive, or the Secretary of the Army) or if the employee is Grandfathered under Chapter 87 of Title 10, United States Code (U.S.C), Section 1736(c)(1), the following are statutorily mandated requirements (Reference: 10 U.S.C. 1732 and 1737):

  • Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.
2. This is a Key Leadership Position (KLP), which is a subset of a Critical Acquisition Position (CAP), the selectee must meet all required KLP certification standards at the time of assignment or have an approved waiver signed by the Army Acquisition Executive.

3. "This critical acquisition position requires ADVANCED level certification in Acquisition Functional Area (ACF), Life Cycle Logistics (LCL)". Advanced Level Certification Category must be met within 4 years.

CONDITIONS OF EMPLOYMENT:

  • Mobility: An essential element of the SES is mobility across geographic, organizational and functional lines. Individuals selected for Army SES positions may be subject to reassignment that requires them to be mobile. You must sign a mobility agreement.
  • Mission Essential: IAW DoDI 3020.42, designated to sustain mission-essential functions during emergencies. May require duty beyond normal hours or recall, and employees must maintain reliable contact.

TECHNICAL QUALIFICATION (TQ): Your resume should demonstrate accomplishments that would satisfy the following technical qualifications.

TQ: Demonstrated knowledge of and experience in leading a team of logistics experts in accomplishing complex strategic, operational, and tactical sustainment mission requirements, with particular emphasis on lifecycle logistics; supply chain management; provisioning; materiel acquisition; operational fleet readiness; budget management; and organic industrial base program oversight.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs:

  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.
