As a FIRE PROTECTION SPECIALIST (GS-0081-10) you will serve as Assistant Chief for Training responsible for developing and managing a comprehensive training program of a sufficient magnitude for all functional areas of the base Fire Protection Flight.

  • Employee must meet medical standards IAW OPM GS-0081 Series and DoD Manual 6055.5.
  • Employee is required to use all safety equipment and clothing provided by management.
  • Ability to implement firefighting/emergency response plans, as well as manage and direct fire suppression personnel and equipment under stressful and dangerous conditions.
  • Ability to plan, organize, direct functions, and to mentor, motivate, appraise, and supervise the staff of an organization.
  • Ability to communicate effectively, both orally and in writing.
  • This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required.
  • Position requires the ability to discern colors, contrast, and depth.
  • May be required to work the Fire Alarm and Communications Center (FACC).
  • May be required to participate on Hazardous Materials Teams (HAZMAT).
  • May be required to perform duties associated with the operation of aircraft arresting barrier equipment.
  • Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool within one year of appointment.

Qualifications

SPECIALIZED EXPERIENCE:
Experience as an Assistant Chief of Training, plans, develops, implements, reviews, and evaluates the comprehensive fire prevention training, safety, and hazardous material handling programs at the installation. Experience assessing the applicability of current program objectives and recommends changes when necessary. Experience being responsible for planning a comprehensive program of on-the-job and proficiency training for all fire protection and prevention personnel.

Must have at least 30 months experience, education, or training in one or more of the following areas: (1) Controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade. (2) Rescue operations. (3) Detection, reduction, or elimination of potential fire hazards. (4) Operation of fire communications equipment. (5) Controlling hazardous materials incidents. (6) Developing, implementing, or providing training in fire protection and prevention (7) Firefighting and fire prevention theory and techniques; (8) Fixed and mobile firefighting equipment operation. (9) Planning, directing, or carrying out fire protection and prevention programs and operations and/or (10) Performing emergency medical services.

CERTIFICATION REQUIREMENTS:

Certified by the DoD Firefighter Certification System as Airport Firefighter (Fire Officer III (includes Fire Officer I, II), Fire Instructor III (includes Fire Instructor I, II), Fire Inspector II (includes Fire Inspector I), HAZMAT Incident Commander (includes Hazmat Awareness, Hazmat Operations), Airport Fire Fighter (includes Firefighter I, II).

If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency (Register | Selective Service System : Selective Service System (sss.gov)).

Maximum Entry Age: The maximum entry age for DoD firefighters is 37. An individual not appointed by the last day of the month in which the individual becomes age 37 will not be originally appointed or assigned to these positions.

Relocation costs are authorized subject to provisions of the Joint Travel Regulation and an agency determination that a Permanent Change of Station (PCS) move is in the Government's best interest.

Superior Qualifications and Special Needs Pay-setting Authority may be considered for this position. TAG is final approval authority for incentive programs (applicable to newly appointed federal employees or those with a 90 day break in service).

ADDITIONAL CONDITIONS OF EMPLOYMENT:
Special Retirement Provisions Authority: One of the following apply:
- FERS Position covered as primary under the FERS special retirement provisions for Federal firefighters [5 USC 8401(14), 5 USC 8412 (d), and 5 CFR 842.802]. Authority: Authority: Secretary of Defense Memorandum, dated 31 Aug 89.

- CSRS Position covered as a primary position under the CSRS special retirement provisions for Federal firefighters [5 USC 8331 (21), 5 USC 8336(c), and 5 CFR 831.902]. Authority: OPM Memorandum, dated 26 Jun 89. Note: Special retirement coverage is effective retroactive to the date of the personnel action of this SCPD.

-This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

-This position meets the criteria for primary/administrative coverage under special retirement coverage provisions in that it requires prior experience in a primary or equivalent outside experience as a prerequisite. The maximum entry age for DoD firefighters is 37. An individual not appointed by the last day of the month in which the individual becomes age 37 will not be originally appointed or assigned to these positions. For exceptions to the maximum entry age, see DoD Instruction 1400.25, Volume 336, January 22, 2015, Incorporating Change 1, December 1, 2017, Enclosure 3, Section 3.

Employees in positions, involving firefighting duties or other duties involving arduous physical exertion, may be subject to periodic (e.g., annual) medical examinations following appointment to determine fitness for continued performance of the duties of the position.
