This position reports to the Chief Program Oversight Officer.

Duties

Major Duties:

  • The Quality and Training Specialist (QTS) conducts monthly quality reviews of approval and compliance survey work completed by Education Approval Specialists, Education Compliance Specialists, and contract staff.
  • Identify errors, analyze trends, and provide technical guidance to correct deficiencies.
  • Maintain review records, prepare quality reports, and return incorrect work for correction.
  • Perform expanded reviews for new or low-performing staff and validate national findings.
  • Prepare rebuttals when needed and recommend targeted training based on error trends.
  • Evaluate national training programs, identify needs, and develop or revise training materials and policies.
  • Track annual training completion and delivery training at regional, state, and national levels.
  • Provide performance assessments, mentor new staff, and advise leadership on technical and procedural updates.
  • Review and draft directives, develop SOPs, and ensure regulatory and program compliance.
  • Maintain accessible training resources and perform related technical support duties.

Physical Requirements: The work is primarily sedentary, although some physical effort may be required to perform the duties of the position. The incumbent may sit to do much of the work and extensive use of a computer is required. The nature of the work may place the incumbent in a stressful situation, and they must possess a high degree of emotional stability, maturity and judgement to complete the work assignments. Some standing, walking, and light lifting (up to 20 pounds) may be required.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/10/2026

Time-In-Grade Requirement (GS-12): Applicants, who are current Federal employees and have held a GS grade any time in the past 52 weeks, must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

NOTE: To support your claim that you have the required time-in-grade, you must submit your most recent promotion, within-grade increase, or appointment SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. GENERAL ADJUSTMENT and AWARD SF-50's CANNOT be used for time-in-grade verification. Specialized Experience (GS-12): To qualify at the GS-12 grade, you must have one year of specialized experience equivalent to at least the next lower grade GS-11 or higher.

Specialized Experience (GS-12): To qualify at the GS-12 grade, you must have one year of specialized experience equivalent to at least the next lower grade GS-11 or higher. Specialized experience must document direct specialized experience with Veterans Educational Benefits and experience working educational institution program approval applications and compliance survey activities, ability to set priorities and tasks, and resolve conflicting issues or actions in question. NOTE: The GS-12 grade does not have an education qualification requirement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
