Duties

Help
  • Acts as Contracting Officer Representative (COR) for assigned projects and maintains the COR files in accordance with applicable regulations.
  • Interprets the intent of plans and specifications, and renders decisions to the contractor.
  • Participates with the contractor and subcontractors in planning the satisfactory accomplishment of the projects.
  • Assists in the preparation of sketches of design changes and estimates of cost for modifications to contracts.
  • Submits progress reports and maintains records of work accomplished
  • Spot checks contractor operations for compliance with applicable labor laws and regulations.
  • Reviews and approves submittals which do not require specialized engineering knowledges and skills.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a requirement to lift up to 15 lbs. in the regular performance of duties.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • The employee must possess or have the ability to possess certification as Contracting Officer Representative (COR).
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • The employee must obtain and maintain a secret security clearance for the duration of employment.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal Service which includes: 1) Inspecting materials used to ensure compliance with plans and specifications. 2) Selecting locations for obtaining samples for materials testing; such as soils, rock and concrete. 3) Conferring with contractor representatives on changes required by field conditions to determine modifications. 4) Exercising surveillance to assure that contractor is conducting quality control operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
