Duties

Help
  • You will review, analyze, and resolve difficult and complex security problems, provide guidance to leadership, and act as the program lead to provide day-to-day management of special security program.
  • You will administer the Sensitive Compartmented Information (SCI) security program to include coordinating SCI security oversight for other SCIFs or electronic records management systems used to hold SCI-level permanent historical records.
  • You will properly account for, control, transmit, transport, package, and safeguard SCI.
  • You will report and investigate all unauthorized disclosures of classified intelligence information in accordance with DOD Manual 5105.21 and any other relevant DOD policy and guidance directives, instructions, and manuals.
  • You will provide briefings on local SCI security procedures to newly-arrived personnel and those receiving initial SCI indoctrination.
  • You will serve as the official channel for certifying and receiving SCI visitor clearances and accesses.
  • You will conduct regular inspections and annually report to the DIA Deputy Director for Mission Services, Counterintelligence and Security Office (DAC) the results of the self-inspections, along with actions taken to address any shortcomings.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position is part of the DoD Security Professional Educational Development certification program. The selectee is required to obtain SFPC certification within two years of placement in the position and maintain the certification.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • MSP/PPP applicants must currently hold the required security clearance.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

GS- 13 Level:
I have one year of specialized experience performing work equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector demonstrating analytical, planning, advisory, operational, and evaluative work that has as its principal purpose the development and implementation of security policies, procedures, standards, training, and methods for identifying and protecting information, personnel, property, facilities, operations, or material from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage, or loss.

Specialized experience must demonstrate performing duties such as the following:

  1. Executing and/or supervising operations in an accredited Sensitive Compartmented Information Facility (SCIF);
  2. Maintaining Sensitive Compartmented Information (SCI) directives, regulations, and guidelines, and managing the SCI document control;
  3. Investigating and analyzing a variety of information security problems, questions, or conditions associated with security, formulating projects or studies to alter existing security systems.
  4. Establishing and maintaining security standards for program effectiveness and plan for multiple program or broad subject area evaluation;
  5. Conducting pre-screening interviews, ensuring proper execution of non-disclosure statements, preparing Security Access Eligibility Reviews and all SCI billets and access. Maintaining personnel security records, to include update of JPAS, DISS and other databases;
and
  1. Establishing and implementing written Standard Operating Procedures (SOP) and Emergency Action Plans (EAP) for security contingency operations.
GS- 12 Level:
I have one year of specialized experience performing work equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector demonstrating analytical, planning, advisory, operational, and evaluative work that has as its principal purpose the development and implementation of security policies, procedures, standards, training, and methods for identifying and protecting information, personnel, property, facilities, operations, or material from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage, or loss.

Specialized experience must demonstrate performing duties such as the following:
  1. Ensuring Sensitive Compartmented Information (SCI) materials are properly maintained and secured;
  2. Accrediting and managing SCIFs; Fixed Facility Checklists, TEMPEST, and accrediting documentation and procedures;
  3. Reading and interpreting policy/guidance and problem solving across all functions of SCI security;
and
  1. Coordinating with scientific, technical, and other subject-matter specialists to assess risk of loss, value of loss, and the classification level appropriate to information sensitivity.
