Duties

Help

This position is with the Office of Inspector General, Office of Management, Facilities and Operations Services/ Procurement Division, in Herndon, Virginia. This office is responsible for providing facilities operations, administrative services, and facilitating contract and procurement support and related activities to the OIG. As a Support Services Specialist (Facilities Program Analyst), you will integrate facilities planning, leasing, property coordination, physical security considerations, and safety program responsibilities into a cohesive enterprise approach. In this role, you will serve as a principal program analyst and advisor for the organization and colleagues on facilities and space management across a geographically dispersed portfolio of leased office spaces.

Major duties include:

  • Serves as a primary coordinator and technical advisor for leasing activities across the organization's portfolio of leased office spaces.
  • Works directly with GSA representatives, leasing specialists, and contracting officials to support acquisition, renewal, modification, and termination of leases.
  • Leads enterprise-level analysis of facilities requirements across multiple geographically dispersed locations, evaluating current and projected space needs, utilization rates, and cost implications.
  • Monitors lease performance, including rent charges, operating costs, and service levels; identifies discrepancies and recommends corrective actions.
  • Prepares detailed reports, briefings, and recommendations for senior leadership on facilities strategy, risks, and investment decisions.
  • Serves as the organization's primary point of contact for facilities-related issues, including building systems, maintenance, and service delivery.

  • Time-in-grade requirement - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

To qualify for this position, you must have one year (52 weeks) of specialized experience equivalent to the GS-12 grade level in the Federal service performing ALL of the following:

  1. Applying Federal facilities regulations and GSA leasing processes to manage facilities programs, including leasing, space planning, physical security, and safety;
  2. Analyzing facility needs, including evaluating space utilization, forecasting future requirements, and assessing cost or operational impacts;
  3. Identifying facilities, leasing, safety, or security issues; and developing and implementing solutions to resolve operational, compliance, or service-delivery problems; AND
  4. Preparing reports, briefings, and recommendations for senior leadership on facilities strategy, risks and investment decisions.

Education

There is no substitution of education for experience at this level.
