The purpose of this position is to serves as a Special Projects Officer for TEAM SUBMARINE (TSUB) providing project management, analytical, and coordination support to executive and Flag-level leadership on high-priority, time-sensitive initiatives. The incumbent assists in planning, tracking, and executing special projects that span multiple functional areas and program offices, ensuring deliverables are completed in alignment with Team Submarine's priorities and leadership's strategic intent.

This position is being filled using Direct Hire Authority (DHA) authorized under the Department of War Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) for position in the Business and Technical Management Professional Career Path (NH).

Incumbent typical work assignments may include the following:

  • Serves as an advisor and recognized authority to executive and Flag-level leadership on high-priority policy, program, and organizational issues.
  • Assists in developing and implementing plans and strategies for major Command initiatives spanning multiple functional areas and program offices.
  • Plans, organizes and leads the execution of special projects assigned by leadership ensuring deliverables are completed in alignment with Command priorities and national defense objectives.
  • Establishes project goals and objectives, develops resource estimates, and coordinates priorities across competing initiatives spanning acquisition, policy, operations, and interagency equities.
  • Serves as an advisor and principal authority to Executive Directors and Flag Officers on program management, strategic assessments, and organizational matters of significant impact.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the NH -04 Broadband Level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-03(GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to conduct complex, long-range studies and technical analyses to develop and implement strategies for major initiatives spanning multiple functional areas and program offices. Planning and leading the execution of high-visibility special projects by establishing goals, developing resource estimates, mitigating risks, and coordinating corrective actions across acquisition, policy, and operational boundaries. Advising on program management and coordinating resource estimates and priorities across competing initiatives that span acquisition, policy, and operational equities to ensure successful project outcomes. Representing high-level boards, working groups, and interagency forums to coordinate stakeholder priorities and ensure alignment with leadership's strategic intent and national defense objectives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
