Summary

This position serves as the Logistics Management Specialist with responsibility for direction and control of logistics planning that includes multiple activities and may include areas where no Supply Chain personnel are assigned. The primary purpose of this position is to direct, develop and implement policy programs and procedures for the accurate management of Supply Chain Management (SCM) planning and provides administrative and technical oversight to a lower-graded specialist.

As a SCM Team Member, the position collaborates with the Chief Supply Chain Officer (CSCO), VAMC Senior Management leadership, Veterans Integrated Service Network staff (VISN), Veterans Health Administration (VHA) program office and Senior Management and leadership in supported activities developing supply chain management strategies in support of f the VA Health Care System and supported catchment area.

Duties include, but may not be limited to the following:

  • Integration - Resolves or contributes to the resolution of assigned high-priority logistics, supply, distribution, information or service problems through personal action or immediate coordination with required local personnel/activities. Establishes procedures for the integrated efforts of SCM operations with services throughout the VAMC and supported activities for mission essential deployment of SCM EMRT planning. Ensures that all assigned personnel and equipment are properly identified and prepared for deployment during simulated and actual emergency response exercises. Performs logistical assessments of strategic supply support in coordination with the supported customers and alerts management of systemic problems. Troubleshoots and resolves issues where supply chain deficiencies affect the mission. Develops designated supply input for fiscal year and long-range plans and programs, analyzing material for reasonableness, consistency, and validity of various assumptions.
  • Analytics - Analyzes the effectiveness of logistics and vendor support services. Develops ongoing strategic analyses across supply chain activities and recommends solutions for improvements. Researches and studies private industry as well as Department of Veteran Affairs best practices to develop and apply concepts that best fit and support Supply Chain requirements. Supports long range supply chain requirements and interactions, optimizing supply chain support.
  • Training and Customer Service - Develops logistics and supply chain management training opportunities and customer supply chain systems, programs, support offerings, supplies and services to collaborative partners and customers. Participates in the development of education and training documentation. Communicates with customers and personnel on the role logistics plays in maintaining comprehensive logistics support, operational readiness and sustainability.
  • Performs other related duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/07/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

  • Examples of appropriate SF-50s include:
    • Within grade increases at the highest grade held; or
    • Promotions with an effective date more than one year old; or
    • SF-50s at the highest grade held with an effective date more than one year old.

Specialized Experience: To qualify for this position at the GS-12 level, you must meet havepossess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service, that is directly related to the work of a Logistics Management Specialist and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience is defined as: serving as a team lead or senior specialist in supply chain management, assisting with the direction and control of logistics planning; analyze product delivery or supply chain processes to identify or recommend changes; performing data analysis, and statistical analysis to identify improvement opportunities. This position requires some degree of specialized knowledge and experience of logistics support activities in areas of acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.


Preferred Experience: Progressive responsibility in logistics, supply chain management, expendable procurement/inventory management, or non-expendable materiel management within a large, complex healthcare organization. Direct experience with federal acquisition regulations, procurement processes, or contracting vehicles. Experience leading, mentoring, or supervising logistics personnel, managing a logistics sub-program and spearheading a process improvement, transition, or systems implementation initiative.
