The incumbent provides direct staff assistance to the Chief, Space Planning & Requirements Branch. SPD provides operational support-including space planning, maintenance, repair, and alterations-to DoD activities (OSD, JCS, Fourth Estate) in owned and leased space in the National Capital Region.

This position is being filled under Direct Hire Authority (DHA) for Certain Personnel of the DoD Workforce, in accordance with Section 7, Direct Hire Auth 5 U.S.C. ยง 9905, 6/23/2023

Incumbents typical work assignments may include the following:

  • Manages a 14-million-square-foot administrative space portfolio across 140 National Capitol Region (NCR) facilities, overseeing the assignment, accounting, and disposal of space for Federal tenants.
  • Conducts on-site utilization surveys and reviews agency requirements against DoD Space Occupancy Standards and Anti-terrorism/Force Protection (AT/FP) security regulations to optimize space efficiency.
  • Develops procedures, techniques, and drafting program policies for design requirements, furniture authorization, and space realignment to resolve unique portfolio issues.
  • Updates and maintains critical space management data using CAD, relational databases (MS Access), and FRPM applications to ensure precise tracking and reporting.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-09 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-07 in the Federal Service (experience may have been gained in the private sector) which has given me the particular knowledge, skills, and abilities to successfully perform the duties related to the position being filled. Specialized experience is defined as: 1) Perform basic acquisition, and space management processes using of computer software applications (such as CAD, Microsoft Project, and Visio) to compile and track space portfolio information; 2) Research standard construction practices and materials; and 3) Apply foundational Federal Anti-terrorism/Force Protection (AT/FP) standards under the guidance of senior staff.
OR
EDUCATION: 2 full years of progressively higher-level graduate education leading to such a degree in one or a combination of the following fields: Business Management, Accounting, Public Administration, Business Administration, or a closely related field of study. (*NOTE: You must provide a copy of your transcript at the time of application)

You may qualify at the GS-11 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-09 in the Federal Service (experience may have been gained in the private sector) which has given me the particular knowledge, skills, and abilities to successfully perform the duties related to the position being filled. Specialized experience is defined as: 1) Coordinate and administer facilities planning, design, and minor construction projects; evaluating the work methods of various building trades using modern construction management procedures; 2) Utilize software (CAD, MS Project) to review minimum design requirements and furniture authorizations; and 3) Maintaining space portfolio information to provide leadership with accurate data for space management decisions in accordance with Federal policies.
OR
EDUCATION: I have a Ph.D. or equivalent doctoral degree; OR 3 years of progressively higher-level graduate education leading to such a degree; OR LL.M from an accredited college or university. (NOTE: You must submit a copy of your transcript.)

To be eligible at the GS-12 level, you must meet Specialized Experience as defined below:
One year of specialized experience equivalent to the GS-11 in the Federal Service (experience may have been gained in the private sector) which has given me the particular knowledge, skills, and abilities to successfully perform the duties related to the position being filled. Specialized experience is defined as: 1) Apply comprehensive knowledge of planning, programming, and budgeting (PPBE) regulations to prepare long-range facility planning; 2) Draft program policies and standards for minimum design requirements and acquisition management, serving as a primary advisor on complex Federal Anti-terrorism/Force Protection (AT/FP) standards; and 3) Leverage advanced space portfolio resources to drive strategic, often precedent-setting, organizational decisions.

To be eligible at the GS-13 level, you must meet Specialized Experience as defined below:
One year of specialized experience equivalent to the GS-12 in the Federal Service (experience may have been gained in the private sector) which has given me the knowledge, skills, and abilities to successfully perform the duties related to the position being filled. Specialized experience is defined as: 1) Serve as a technical expert in management and organizational principles to direct planning, programming, and budgeting (PPBE) processes; 2) Prepare long-range and short-range strategic planning guidance for facility acquisition and management; and 3) Advise on program policies & standards and oversees complex projects for the construction, alteration, or rehabilitation of buildings and facilities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service.
