Help

  • Develops, maintains, and enhances websites and applications to ensure effective communication, secure access, and compliance with DoD/DAF standards.
  • Designs, manages, and optimizes relational databases and digital archival systems to safeguard, catalog, and retrieve electronic and paper records.
  • Analyzes and integrates applications, databases, and archival systems to meet mission requirements, improve efficiency, and ensure interoperability.
  • Researches, evaluates, and implements emerging technologies to modernize archival IT systems and improve mission effectiveness.
  • Tests, troubleshoots, and secures applications, databases, and archival systems to ensure reliability, compliance, and mission readiness.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

  • Must be able to obtain and maintain a Top Secret Clearance with access to Sensitive Compartmented Information (SCI).
  • Work may occasionally require travel away from the normal duty station on a military or commercial aircraft.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Cyberspace Qualification is a condition of employment. This position includes Cyberspace work as a paramount duty requirement. Failure to achieve and maintain the proper Cyberspace Qualification may result in removal from this position.
  • Per DoDM 8140.03, para 4.2.a.(2)., requires foundational qualification requirements within 9 months of assignment to a cyberspace work role and resident qualification requirements within 12 months of assignment to a cyberspace work role.
  • A waiver of these requirements may be granted per DoDM 8140.03.
  • Must acquire and/or maintain CompTIA Security + certification IAW DoD 8140/8570 program within 6 months of assignment to the position.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • This position is designated as a key position IAWAFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A).

EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade level (GS-11) or equivalent in other pay systems. Specialized experience includes: Designing and implementing web-based archival systems and database architectures to support historical records retention while adhering to cybersecurity methods and systems evaluation principles; coding secure, high-performance applications and databases using multiple programming languages and frameworks to ensure interoperability, accessibility, and compliance with secure coding standards; and enforcing information assurance policies, records management directives, and IT security procedures to safeguard classified and unclassified holdings.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of software engineering principles, application frameworks, and modern programming languages at the journey level, sufficient to independently design, code, test, and sustain secure web properties and applications.
  • Knowledge of data management, relational database architecture, and metadata structures at the journey level, sufficient to ensure the lawful retention, integrity, and retrieval of classified and unclassified archival records.
  • Knowledge of information systems security and secure coding practices at the journey level, sufficient to embed application level controls and mitigate vulnerabilities across web and database architectures.
  • Skill in systems integration at the journey level, sufficient to seamlessly connect legacy archival systems with modern cloud capabilities and design interoperability patterns (e.g., RESTful APIs or ETL pipelines).
  • Skill in technology awareness and applied research at the journey level, sufficient to evaluate, prototype, and implement emerging technical capabilities-specifically AI-enabled tools and advanced search functions-to modernize workflows.
  • Ability to independently analyze complex IT environments, anticipate system failures, and architect innovative, cost effective solutions for unprecedented technical challenges without step-by-step guidance.
  • Ability to communicate effectively, both orally and in writing, sufficient to brief leadership on technical trade-offs, author comprehensive system documentation, and translate complex IT concepts for non-technical stakeholders
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

A bachelor's degree is desirable in one of the following: l) Computer Engineering, 2) Computer Science or 3) another comparable
