Duties

Help

  • Assists in planning, directing and managing a well-rounded facility program which may include dining, social and recreational services, events, retail operations, bar/lounge services, theater and related activities.
  • Assists with the planning, scheduling, coordinating and directing the work of lower grade personnel.
  • Assists in the resolution of most conflicts, interprets policy and determines methods and practices required to complete and maintain social and recreational programs and activities.
  • Acts as the Facility Program Manager in their absence.
  • Uses initiative, judgment and originality in food, beverage and program planning, merchandising, and control.
  • Applies existing guidelines and helps develop supplements and procedures for use by staff (where applicable) to evaluate patron needs and interests.
  • Takes corrective action as required to ensure accuracy of data and effectiveness of systems.
  • Assists in promoting effectiveness and efficiency within the facilities programs using strong organizational skills, budgetary guidelines, standards compliance and internal controls necessary to provide reasonable assurance of accomplishing management goals and objectives.
  • Assists in meeting budgetary requirements, provides customer information requests, etc.
  • Assists in implementing established MWR training programs to inform employees of the benefits of their employment and teach them to be thoroughly knowledgeable of their particular duties.
  • Assists in working with other activity managers, advisory committee members, supervisors, vendors, professional counterparts, outside agencies and organizations, etc, to ensure the program is responsive; all levels of supervision are informed of established program policies, special events, problems or other pertinent information; and that facility and equipment are maintained in good working condition and operational, safety, sanitation, security and other deficiencies are identified and corrected.
  • Applies financial and accounting knowledge and skills regarding NAF entitlements and procedures for a sound fiscal policy, which meet not only program objectives but both short and long term goals.
  • Assists in regularly evaluating opportunities to grow the program through robust marketing, driving sales, and ensuring the team is providing consistently excellent quality products, services and facilities.
  • Uses sound business practices to evaluate daily financial performance responding to changes in demand by adjusting labor to meet demand ensuring appropriate level of service and fiscal responsibility.
  • Assists in forecasting current month and following month revenues and profit/loss every two weeks proactively bringing programmatic change recommendations to the Facility Program Manager with the objective of ensuring the program's overall success and meeting or exceeding budgeted financial performance.
  • Ensures proper military protocol and decorum are practiced. Conducts activities and programs with normal military protocol, courtesies, and social activities.
  • Provides both general and technical guidance and support to program personnel; also provides similar services to patrons and perspective program/facility users.
  • Performs duties of subordinate positions as required

  • Must be able to work varied work schedules to include holidays, weekends, and evenings.
  • Must have or be able to obtain and maintain a valid state driver's license.
  • Incumbent must pass all applicable records and background checks
  • Must satisfactorily complete a suitability background check (NACI) and obtain a security clearance when necessary for access to areas of responsibility.
  • Responsibilities vary from sedentary for administrative tasks to long periods of standing, walking and some driving for operational tasks. Occasional lifting up to 45 pounds required.
  • The work area is adequately lighted, heated and ventilated. Possibility of minor cuts, bruises, burns and slippage from wet or polished floors, or where food or beverages have been spilled.

Qualifications

  • Knowledge of Department of Defense (DoD) and Navy MWR policies, regulations, administrative practices and procedures related to management, planning, budgeting, scheduling and coordinating social and recreational programs and for efficient operation and use of assigned facilities and equipment.
  • Knowledge of and skill in the application of a broad range of management principles, concepts and methodology to a variety of activities and services of a small to medium size program. Typical services may include all types of beverages in a lounge, lunch and dinner table service, bingo nights, weekend live music and dancing, billiard parlor, game room, specialty evening dining and catering services to accommodate private parties and groups.
  • Knowledge of CNIC's Equal Employment Opportunity (EEO) policy and procedures.
  • Ability to assess the size and mix of the combined patron community; cost targets; adequacy standards; and required changes or exceptions to sponsorship operational policies.
  • Ability to develop and effectively deliver presentations and/or training.
  • Ability to evaluate the effectiveness of contracted services and functions.
  • Ability to communicate effectively both orally and in writing.

Additional information

Salary is dependent on experience and/or education. Some positions have special requirements. Selectee may be required to complete a one (1) year probationary period.
