Summary

The Health Systems Specialist position will be located in the Quality and Patient Safety Service at the Chillicothe VA Medical Center. The primary purpose of this position is to implement a Performance Improvement program at the Health Care System level. The position is responsible for delivering Performance Improvement techniques to a broad array of program and services throughout the Medical Center, including Lean, Six Sigma, Coaching, Project Management, and Training.

Help

Duties of the position include, but are not limited to:

  • You will participate in and facilitate transformative quality, safety, effectiveness, and efficiency improvement efforts.
  • You will facilitate, coach, and train audiences at all levels of the organizations throughout the lifecycle of a performance improvement project.
  • You will organize, direct, control and coordinate group activities in a timely and effective manner.
  • You will convert data into numerous formats using advanced statistical models including statistical process control charts, histograms, Pareto charts, and many more.
  • You will lead project teams through designed brainstorming sessions to develop solutions towards a specific deliverable or goal during a project.
  • You will create designs of experiment that align to project goals and team developed solutions.
  • You will conduct experiments and collect data to identify if the developed solutions are affective.
  • You will provide consultation to executive, service line, and program leadership by leveraging VA data analytics resources.
  • You will plan and conduct studies directed at reducing errors due to cognitive overloading and human-computer interaction failure.
  • You will collect baseline information, identify limitations in current systems, and discover potential improvements.

Work Schedule: Monday - Friday, 7:30am - 4:00pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/08/2026.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Preferred Experience, but not required:
  • Experience leading or facilitating healthcare process-improvement initiatives.
  • Experience coordinating or supporting system redesign activities within a clinical or healthcare operations environment.
  • Ability to present findings, recommendations, and improvement plans to leadership and multidisciplinary teams.
  • Experience training or coaching staff on improvement concepts.
  • Knowledge of healthcare quality, patient safety principles, and performance-measurement systems.
