TCF is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for 2 years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location.

This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Trainees must remain at the hiring grade level for a minimum of one year. Selectees will be required to sign Mobility, Training, and Continued Service Agreements.

Duties may include but are not limited to:

  • With assistance, provides communication channels to clinical and business teams to support deployment, sustainment, and optimization efforts; includes communication among all stakeholders through each level of the organization, to facilitate and support change.
  • Works with higher level Informatics in leading meaningful and coordinated use of subject matter experts to support decision-making among informatics functions to optimize the healthcare system and the tools that support the business. Cultivates a healthy collaboration between enterprise and facility level clinical / biomedical engineering staff and health informatics, ensuring that patient care technology is effectively and efficiently integrated into the clinical process.
  • Uses an array of tools designed to give the most useful information, in the most accessible way, to the right staff, at the right time, to support optimal patient outcomes.
  • Interfaces with information-based systems while meeting regulatory, accreditation, and legislative reporting requirements.
  • Utilizes workflow analysis necessary to understand the change from the current (as-is) state to a future (to-be) state and addresses the "how" of a process.
  • With assistance curates the electronic health record (EHR) to suit the needs of clinicians in support of standardized and evidence-based care to the patient community. Studies how people interact with devices, products, and systems.
  • Evaluates, documents, analyzes, prioritizes, and recognizes requirements for the improvement of the EHR and other systems in collaboration with the end-user.
  • Develops and provides formal and informal education and in-services to facility staff as required to facilitate program success.
  • Maintains professional relationships with supervisors, co-workers, and others in the organization.
  • Demonstrates appropriate and proactive interpersonal skills to achieve the goals of the service.
  • Demonstrates an ability to work under a variety of circumstances to maximize group productivity and quality.Other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/06/2026.

Time-In-Grade Requirement:-(Documentation Submitted-SF-50) Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Assisting in developing responses, programs, or strategies to deal with data validation activities to assess a program and will study, analyze, evaluate, and make recommendations to management on process improvement.
  • Gathering data, provide administrative coordination and capturing data.
  • Knowledge of the organization, structure, workload, and mission and goals of the VA Health Care System policies and procedures as they relate to the provision and administration of clinical care.
  • Knowledge and skill in the use of computer equipment with a wide variety of software to produce letters, memorandums, and to prepare a variety of complex documents/reports containing tables and/or graphs; and extract data using the VA database software.
  • Assisting in preparing and delivering briefings verbally, and in writing, with a variety of people from different backgrounds and different levels of understanding. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of related graduate level education or superior academic achievement (TRANSCRIPTS REQURIED). OR,

Combination: Applicants may also combine education and experience to qualify at this level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Preferred Experience:
  • Experience supporting health informatics functions within a clinical or healthcare delivery environment, including assisting with program and partnership management, data and content management, and electronic health record (EHR) usability and optimization.
  • Demonstrated ability to analyze workflows, gather and document requirements, and contribute to system improvement efforts under guidance from senior informatics staff.
  • Familiarity with data lifecycle concepts, clinical software applications, and tools used to present timely information to clinicians.
  • Ability to collaborate effectively with interdisciplinary teams, provide user education, support change management initiatives, and communicate clearly in both structured and unstructured settings.

Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and
other similar materials.
