As a Management & Program Analyst (Quality Assurance Analyst), you will:

  • Plan, conduct, and report the results of targeted and nationwide internal compliance reviews, audits, quality assurance reviews, internal control reviews, and fraud risk analyses of the OIG's most critical functions including audit, investigative, evaluation, and administrative activities.
  • Evaluate HUD OIG's systems of internal control to determine whether they are operative and sufficient to ensure objectives are met.
  • Perform internal evaluations and quality assurance reviews to determine whether HUD OIG's policies and procedures are uniformly applied in practice and are sufficient to ensure compliance with laws, regulations, and professional standards for audits, evaluations, investigations, and administrative activities.
  • Plan individual internal evaluations, quality assurance reviews, and vulnerability assessments.
  • Prepare well-written reports for AIGs and managers that clearly articulate project objectives, conclusions, and findings.
  • Participate in task forces, focus groups, and other teams to expand knowledge and develop new ideas for creative solutions and new ways of doing things.

Current HUD OIG staff selected for this position will be afforded the opportunity to remain at their current duty station, provided it meets organizational needs. Management retains discretion to confirm that the duty location aligns with mission requirements.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13, grade level in the Federal service.
Specialized experience:

  • Planning, developing, or conducting a quality assurance review AND
  • Contributing to or leading large projects and gaining consensus AND
  • Applying analytical techniques to answer review objectives AND
  • Communicating orally and in writing to all levels of staff and management.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13, level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT (CONTINUED):
- A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
