Major duties of this position include but are not limited to...

  • Maintains and improves systems of delivering health care by developing programs and policies, and improving utilization of resources
  • Develops goals and objectives for assigned services and translates these into specific actions and policies
  • Analyzes the need for and facilities the purchase of equipment and expendable supplies, overseeing the use of funds allocated to the control points
  • Assists in budget projections for assigned sections and submits staffing requests to Executive Resources Board for approval to hire additional personnel and fill vacancies
  • Coordinates education/training needs of the staff, and allocates budget amounts; serves as liaison to the chief for approving travel/training and per diem funds
  • Assigns, directs, and reviews work of program support staff
  • Evaluates work performance and develops performance standards
  • Meets the needs of customers while supporting VA missions
  • Consistently communicates and treats customers in a courteous, tactful, and respectful manner
  • Develops annual budget plans and conducts periodic reviews of expenditures in accordance with VHA and medical center guidelines
Work Schedule: Monday - Friday, 8:00am - 4:30pm

  • Physical Requirements: The work is most often performed in an office setting, although the incumbent may be required to stand and walk for prolonged periods of time. There is a moderate amount of walking involved, with infrequent bending, lifting, and stooping. Vision should be sufficient to read from a computer screen for prolonged periods without excessive fatigue.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/07/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 level. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to...expert knowledge of a wide range of analytical and planning mechanisms to assess the efficiency of many complex programs (administrative, professional, and clinical); thorough knowledge of the following processes: acquisition management, medical law, contracting process; cost accounting and containment processes, fiscal rules and regulations; personnel management, Veterans eligibility processes; medical bylaws and health care ethics, quality assurance standards for acute and outpatient care, and Joint Commission regulation; ability to equitably assess the needs of each section, plan, organize, direct work, and negotiate effectively with applicable facility leadership; ability to develop and carry out the short term and long range goals of the Service; knowledge of and ability to apply management tools and techniques (e.g., flow charts, needs assessments, resource management, information systems and applications) in dealing with daily medical center operations; ability to facilitate teamwork, promote effective organization dynamics, and communicate effectively with subordinate staff members, upper management, etc.; skilled with excellent written and verbal communication; ability to focus on significant points requiring management's attention and to analyze various data to provide management information when indicated; knowledgeable and ability to plan, organize, and conduct meetings regarding multiple management issues with various levels of employees within and outside the VA system; ability to establish and maintain effective relationships with and gain the cooperation of supervisors, managers, and co-workers on complex or controversial issues; skill and ability to interact with others and to deal with difficult situations in a manner that reflects positively upon the VA; and the ability to present ideas, reports, and concepts in a clear and concise manner when communicating with individuals and groups...OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or3 full years of progressively higher-level graduate education leading to such a degree or LL.M. if related...OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS-11 level.
Preferred Experience: Experience in personnel management; experience business operations to include medical data analytics/dashboards/Office suite and clinic profile management; customer service and stakeholder engagement; background in working with mental health staff/patients in a clinical or non-clinical capacity
