Duties

Help
  • Provides leadership to subordinates and technical guidance to executive/management level representatives from the Military Services, DCMA, and other Government Agencies.
  • Plan, manage, supervise, and lead employees who provide technical assistance to and assessment of functional field contact management teams within a DCMA CMO.
  • Provide technical assistance, guidance, and policy/procedural interpretation to assist subordinates in monitoring complex manufacturing processes.
  • Provide technical assistance, guidance, and policy/procedural interpretation to assist subordinates in producing components, subsystems, and systems.
  • Provide technical oversight to include engineering, program management, earned value, supply chain management, and manufacturing and production.
  • Manage the activities of Technical Group employees through subordinate supervisors assigned to functionally aligned teams which are responsible for industrial base planning, supply chain management, risk management, and program analysis.
  • Conduct continuing assessments of business and technical aspects of performance of contract administration functions listed in the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement. (DFARS).

  • Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal.
  • This is a Critical Acquisition Position. Incumbant will be required to sign a written tenure agreement to remain for a minimum of three years in the Federal Service in the Critical Acquisition Position.

Qualifications

To qualify for a Supervisory Industrial Specialist, your resume and supporting documentation must support:

A. Critical Acquisition Position (CAP) Requirement: 4 years of Acquisition experience.

AND

B. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Providing direction, maintaining ethical standards, and leading teams in executing complex contract management and operational responsibilities in a high-accountability Department of War (DoW) environment.
  • Planning, directing, advising, managing, and integrating the workload of a diverse group of employees responsible for monitoring complex processes involving Major Defense Acquisitions Programs (ACAT 1) and Major Weapons Systems.
  • Providing oversight to acquisition personnel performing activities such as aircraft engineering, program management, earned value management, software, and manufacturing and production contract surveillance.
  • Accomplishing the timely delivery of systems, subsystems, and components to major Government buying commands with minimal impact to making decisions that impact cost, schedule, and performance standards.

Substitution of education may not be used in lieu of specialized experience for this grade level.

  • Camden, AR $126,783 - $170,741 (includes 17.06% locality pay)
  • Fort Worth, TX $137,830 - $185,619 (inlcudes 27.26% locality pay)
  • Houston, TX $146,216 - $196,908 (includes 35.00% locality pay)
  • San Antonio, TX $128,646 - $173,250 (inlcudes 18.78% locality pay
  • Tulsa, OK $126,783 - $170,741 (includes 17.06 locality pay)

  • Acquisition, Technology & Logistics(AT&L) CAP: Position is a DoD Critical Acquisition Position & requires DoD Acquisition Engineering & Technical Management, Practioner certification within required timeframes. Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 2-years and sign a written agreement to remain in Federal service in the position for at least three years.   • Mobility Agreement Required: This position may require extended temporary duty (TDY), or a permanent change in duty station (PCS) to any location within the Continental United States (CONUS). A signed mobility agreement to accept directed TDY or PCS is required. Failure to comply with the signed agreement may result in personnel separation in accordance with appropriate U.S. Office of Personnel Management regulations or may adversely affect career.
  • Supervisory Probation Required
