Remote work may be considered if a qualified candidate is not within the local commuting area of any duty station listed above. Current VA OIG employees will remain in current duty location. Other locations TBD based on space availability at the time of close.


As a Health Systems Specialist, you will:

  • Assist the project leader in a broad range of Quality Management (QM) and health care program inspections and evaluations.
  • Independently research and analyze complex issues in preparation for project development, identify potential QM/health care program problem areas and design projects to assess those issues, and complete individual assignments to independently evaluate complex and sensitive QM/health care program issues
  • Plan, coordinate, and/or conduct extensive pre-inspection research, and provide appropriate guidance where such is needed.
  • Identify existing information sources from which to obtain a sufficient data base to facilitate the team's understanding of the entity to be inspected or evaluated and to identify possible problem areas that require further development.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience for the GS-13, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as:
- Experience providing clinical healthcare services requiring interpretation of various medical regulation and directives; AND
- Experience conducting healthcare audits, inspections, or program evaluations.

OR

Special Provision for In-service Placement:

Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
- Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic Government administrative policies and requirements;
- Practical assignments providing an opportunity to apply a broad range of quality assurance and health care program inspections and evaluation skills. (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
- Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
