You will serve as part of Animal and Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), Field Operations (FO),Finance Information & Resource Management (FIRM) staff; supports higher grade Resource Management Specialists; defines, plans, and evaluates a variety and heavy volume of administrative management and advisory activities for a geographically dispersed workforce concerning all facets of human resources.

Duties

  • The duties may include, but are not limited to:
  • Responsible for performing a variety of Human Resources related duties for the successful administration of FO-wide personnel and other key administrative functions.
  • Responsible for managing one or more districts, working directly with field admin, identifies and assesses training needs by evaluating strengths and weaknesses, creates, develops, and designs instructional materials/curriculum.
  • Stays abreast of new training trends and tools and takes initiative to stay informed and continue to grow by completing training to enhance teaching and learning.
  • Provides advice and guidance to CFA management officials concerning the most efficient utilization of human resources in order to maintain current or future organizational objectives
  • Provides technical and administrative support and policy guidance and direction for one or more administrative functional areas which include human resources management, travel, budget, internal control, and management analysis.
  • Provides advice on such matters as time and attendance, leave and compensation, travel, training, benefits, awards, security clearances, records management, and other issues to employees and management.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-09 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Communicating with internal and external stakeholders
  • Providing technical and data management assistance to supervisors, managers, and/or contractors
  • Analysis and evaluation of administrative processes related to training and recommending changes or streamlining processes
OR Master's or equivalent graduate degree in Business, Administration or Public Administration, or 2 full years of progressively higher-level graduate education leading to such a degree.

Equivalent combinations of education and experience are qualifying for this grade level.

TRANSCRIPTS are required if:

  • This education must have been successfully completed and obtained from an accredited school, college, or university.
COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
