Functions/Scope of Assigned Duties:

  • Chief, Sterile Processing Services (SPS), is responsible for oversight of all operational and administrative activities of the service.
  • Responsible for the quality management system activities within Sterile Processing Services, to include training, competency assessment, development and enforcement of standard operating procedures.
  • Through subordinate supervisors provides technical and direct supervision to over 25 GS3/4 through GS9 Medical Supply Technicians.
  • Manages, directs and adapts work to accomplish program goals and objectives, and to meet new and changing program requirements.
  • Serves as liaison between SPS and other departments.
  • Manages the SPS Equipment Inventory Listing (Ell) for equipment assigned to SPS such as sterilizers, washer/disinfector, ultrasonic, sealers through the nonexpendable property program for the assigned facility/system and requests replacement of all equipment under their purview as needed.
  • The Chief serves as a member or in an advisory capacity on committees such as Commodity Standardization, Infection Control, Environment of Care, and Reusable Medical Devices. In addition, the Chief is required to attend regularly scheduled meetings as assigned to represent SPS and to provide written and verbal reports as required.
  • Issues, adapts, implements and maintains local SPS policies and procedures as applicable to specific facility/system programs.
  • Develops, directing and maintaining a Quality Control Program ensuring product quality assurance through random sampling, biological monitoring, product assessment and other means, and providing specific reports as required.
  • Solicits assistance from, or responds to, inquiries from outside regulatory and advisory agencies to ensure compliance with established policies and procedures from organizations such as the Food and Drug Administration (FDA), Association for the Advancement of Medical Instrumentation (MMI), Joint Commission (JC), Healthcare Sterile Processing Association (HSPA), Association of Perioperative Nurses (AORN), and others.
  • Responsible for training of various aspects of SPS, including reprocessing and inventory management. Conducts departmental orientation, training, skills review and assists with educational programs to maintain high staff quality performance standards. Identifies and promotes staff development.
  • Responsible for coordination and integration of production requirements to meet needs of customers, both scheduled and non-scheduled.

Work Schedule: Monday- Friday 7:30am- 4:00pm
Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA
Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement)

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Experience. One year of experience equivalent to the next lower grade level: or Education.
    Four academic years above high school leading to a Bachelor's degree with at least 12 semester hours in courses related to the sterile processing or Bachelor's degree related to the sterile processing
    Certification in Sterile Processing
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: (1) Knowledge of Current MST Practices. To be creditable, the experience must have demonstrated the knowledge, skills and abilities (KSAs) associated with MST responsibilities within last three years.
(2) Quality of Experience. Qualifying experience must be at a level comparable to MST experience at the next lower grade level of the position being filled. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
(3) Part-Time Experience. Part-time experience as a MST is creditable according to its relationship to the full-time workweek. For example, a MST employed 20 hours a week, or on a ½ time basis would receive 1 full-time workweek for 2 weeks of service.

Demonstrated Knowledge, Skills and Abilities. In addition to the experience or education above, the candidate must demonstrate the KSAs below:
1. Knowledge of universal precautions for safety and prevention of cross contamination.
2. Knowledge of sterility principles regarding instrumentation.
3. Advanced knowledge of event-related packaging regarding sterility.
4. Working knowledge of medical terminology, anatomy and physiology, microbiology, medical conditions and procedures.
5. Detailed knowledge of complex surgical instruments used in operating room and clinic settings
6. Ability to read and interpret written instructions and procedures.
7. Ability to assemble specialty operating room and clinic instrument sets.
8. In-depth knowledge of sterilization and cleaning equipment.
9. Ability to communicate both orally and in writing to convey information and thoughts to others.
10. Ability to plan and project staffing needs and requirements.
11. Ability to manage, interact and deal with individuals of varying backgrounds.
12. Ability to manage, direct and adapt work to accomplish program goals and objectives, and meet new and changing program requirements.
13. Ability to develop and recommend new or revised policies that are consistent with organizational goals and objectives.

Preferred Experience: A minimum of five (5) years of full-time professional administrative leadership role 5+ years of hospital experience in a sterile processing environment. Demonstrated success in planning and activating new units/programs, with demonstrated leadership in formulating new policies/practice protocols and in preparing programs for accrediting body reviews, such as Joint Commission. Demonstrate leadership which promotes staff involvement and ownership resulting in excellent outcomes for Veterans.

Physical Requirements: This work is performed in various settings: decontamination, preparation, clean sterile supply (preparation) and in other services and departments throughout the medical facility/campus. The incumbent may be required to work in areas that are hot, cold, drafty and poorly lighted. The employee is subject to the possibility of falls, scrapes, cuts, bruises, and other injuries from material handling equipment. The work requires standing and walking during the entire workday and frequent bending and lifting of packages (occasionally weighing as much as 50 pounds). The work requires dexterity and visual acuity for manipulating, disassembly and assembly of instrumentation.
