Major duties include, but are not limited to:

  • Serves as Procurement & Resources Specialist within the Readjustment Counseling Service (RCS).
  • Provides a variety of administrative management services essential to the operation and direction of the Government Purchase Card Program.
  • Provides involvement in administrative and acquisition matters concerning the utilization of government purchase cards at RCS facilities.
  • Coordinates correspondence and reporting to RCS leadership related to the use and management of Government Purchase Cards and Convenience Checks and mandated initiatives throughout RCS program operations.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday-Friday 8:00 am-4:30 pm EST
Virtual: This is a virtual position. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position.
Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/09/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education applicants must meet all requirement by the closing date of this announcement as described below:

Specialized Experience (GS-09): You must have one full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Procurement & Resources Specialist, GS-09 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the grade GS-07 level in Federal service to qualify at the grade GS-09. Examples of specialized experience include:

  • Knowledge sufficient to review and interpret purchase card regulations and review purchase card documentation
  • Knowledge of the relationship between purchase card operations, acquisition functions, procurement and supply activities sufficient to ensure legitimacy of transactions and evaluate the integrity and adequacy of program policies and related actions.
  • Serving as a point of contact relating to Government Purchase Card Program for the assigned regions.
  • Ensuring the Government Purchase Card is used for official government purchases.
  • Conducting detailed reviews of procedures and processes, and reviewing factual matters to validate and verify information.
  • Monitoring the provision and termination of purchase card authorization; monitoring and coordinating all training requirements needed to achieve program goals and objectives. OR
Education: To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR

Combination: Applicants may also combine education and experience to qualify at this level.

Specialized Experience (GS-11): You must have one full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Procurement & Resources Specialist, GS-11 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the grade GS-09 level in Federal service to qualify at the grade GS-11. Examples of specialized experience include:
  • Administering the assigned facility Purchase Card Program(s), to include Government Purchase Cards and Convenience Checks.
  • Providing purchase card program oversight necessary to support acquisition, accountability, reviewing purchase card activities to ensure compliance with Federal, Agency, Bureau, and local acquisition regulations, policies, Directives, Information Letters, handbooks, and other guidance.
  • Monitoring and reporting the status of outstanding purchase card operations and procurements and progress of transaction life cycles (i.e., from purchase to closure) to ensure internal controls, deadlines, and quality controls have been met.
  • Serving as the point of contact for internal and external individuals and organizations (e.g., vendors, contractors, management and staff, other purchase card administrative staff) for the purchase card program.
  • Using qualitative and quantitative techniques to analyze and measure the effectiveness and efficiency of the Government Purchase Card Program and its effect on overall organizational productivity.
  • Working with the financial staff within the wider employing organization, DCFO, National Purchase Card Manager, issuing bank contractor, and Financial Services Center (FSC) as necessary regarding administration of issues with purchase card accounts, to include resolution of issues.
  • Developing and standardizing training curriculum and materials for purchase card holders, approving officials, and other stakeholders.
Education: To qualify based on education for this grade level you must have a Ph.D. or equivalent degree OR (3) full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. OR

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate level education in excess of the first year or 18 semester hours. Superior Academic Achievement: SAA is based on (1) class standing, (2) grade-point average, or (3) honor society membership o Grade-point average (G.P.A.): Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Election to membership in a national scholastic honor society. o Class standing: Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.

Preferred Experience:
  • Proven customer service experience.
  • VHA Finance and/or Purchase Card technical capability and expertise.
  • A background and/or education in finance, accounting or business.
  • Ability to review, audit, train and present on purchase card technical policies and directives.
  • Ability to operate computerized programs and systems in order to enter, modify and retrieve information.
  • Basic knowledge of financial terminology in order to adequately relay callers information to the referral source as needed.
  • Ability to work independently and multitask in the accomplishment of a wide variety of duties to provide support to financial operations.
  • Ability to communicate effectively and professionally in person, electronically, and/or by phone, with internal and external customers.
  • Skill in customer service with the ability to identify customer concerns and refer to the appropriate staff, department, and or agency as necessary to ensure a satisfactory first time call resolution.
  • Ability to type a corrected 40 words per minute.
  • Ability to appropriately manage and provide oversight to 300 purchase card holders, providing top tier subject matter expertise.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Readjustment Counseling Service is a unique organization within the Veterans Health Administration (VHA) that provides readjustment counseling to eligible Veterans, active military Service members whose service was in support of combat operations, who suffered a military sexual trauma, provided direct emergent medical care or mortuary services to casualties of war, or who served as a member of an unmanned aerial crew that provided direct support to operations in a combat zone or are of hostility, and their families. Readjustment counseling consists of direct counseling services, community outreach (face-to-face connection), and referral services to community providers, VA and non-VA.
