SUMMARY OF DUTIES: The primary purpose of this position is to carry out the complete warehousing operations relating to mobility assets to include providing management control, oversight, coordination, and implementation of the base Individual Protective Equipment, Airborne/Non-airborne Readiness Spares Packages, War Reserve Material, and Weapons programs and operations. This position facilitates the primary mission of managing base mobility assets to include the accountability, reporting, receiving, distributing, tracking and maintenance of critical mobility related material. Serves as technical advisor to the Wing Commander, staff, and base personnel regarding mobility assets.

  • Manages, controls, oversees, coordinates and implements the base mobility assets program and function.
  • Responsible for the automated Mobility Inventory Control Accountability System (MICAS) database to include the installation of software upgrades and regular database backups.
  • Identifies mobility bag and customer individual protective requirements.
  • Establishes and controls the MRSP/CRSP program for all assigned units.
  • Responsible for the storage of weapons identified for extended storage.
  • Establishes and maintains War Reserve Material (WRM) details.
  • Responsible for leak and serviceability testing of the Chemical, Biological, Radiological and Nuclear Defense (CBRN-D) masks and components utilizing the Joint Service Mask Leak Tester (JSMLT).
  • Performs other duties as assigned.

Qualifications

GENERAL EXPERIENCE: Experience or training which demonstrates the ability to compare item identification against receiving reports and issue request forms; skill in using hand trucks, dollies, and other equipment to move stock; ability to use hammers, pliers, and other hand tools; and to follow oral and written instructions.

SPECIALIZED EXPERIENCE: Must have at least 9 months of experience or training in receiving, packaging, and preparation for shipment. Experience in compiling reports, overall warehouse planning, documentation requirements, and accepted warehousing methods, procedures, and techniques. Experience in setting up and rotating storage locations considering factors such as life expectancy, available space, product turnover, etc.

PHYSICAL EFFORT: Work requires regular and recurring physical exertion, such as long periods of standing, walking, bending, stooping, reaching, and similar activities in and around mobility assets storage areas.

WORKING CONDITIONS: Work is primarily performed in an office and warehouse setting. There is regular and recurring exposure to moderate discomforts and unpleasantness when visiting or working at storage locations. May be subject to high noise levels, high temperatures, and adverse weather conditions at outside storage areas. May be required to follow special precautions or wear protective clothing when working around hazardous materials and when operating fork lifts and other materials handling equipment.

MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.

COMPATIBLE AFSC: 2S0X1

OTHER REQUIREMENTS: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license. For positions requiring a security clearance (Secret or Top Secret), the applicant must possess or be able to obtain a clearance within one year of appointment.

CONDITIONS OF EMPLOYMENT & NOTES:
1. Must be able to obtain and maintain the appropriate security clearance of the position.

2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

4. May occasionally be required to work other than normal duty hours; overtime may be required.

5. The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.

NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

b. Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted.

d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment.

h. i. Eligibles on this list will be given automatic consideration for position vacancies occurring during the six months period following the close of this announcement.

j. Current T32 Technicians who have permanent tenure will occupy this position as a Temporary Promotion Year to Year not to exceed 5 years. Temporary promotion may be converted to a Permanent Promotion without further competition if the position becomes available. Selectee may return to his/her former graded position when the Temporary Promotion is no longer needed and may be effected at any time without adverse action procedures.

k. T5 Employees with permanent tenure will lose their permanent status if selected and will be converted to T32 Indefinite. If selected Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.

l. New Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite tenure appointments do not serve a trial period. Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.
