Duties

Help

Incumbent tracks and analyzes data to ensure compliance with policies and procedures; provides guidance to less-experienced professionals in day-to-day operations; identifies, analyzes, and recommends solutions for complex/difficult problems; and recommends improvements to systems and processes.

Provides guidance to the FCO team in budget analysis, funds certification, and reconciliation of Facility and Equipment (F&E)), Operations, and Reimbursable Agreement funds consistent with Engineering Services, Service Center, and Headquarters action plans, policies, procedures, and guidelines. Resolves routine problems independently and consults management on complex problems. Identifies and analyzes studies associated with fiscal programs and provides management with recommendations. Represents the Funds Certification Team on and hoc work groups as/when required. Acts as the liaison between Funds Certification Team and counterparts in Service Center Groups. Reviews and analyzes local funds management policies, spend plans, and procedures for compliance with Agency policy and guidelines. Provides recommendations to management on areas needing improvement; and recommends action plans. Tracks, analyzes, and develops reports that support organizational funds management goals and objectives. Conducts funds certification and reconciliation at the organizational level, as needed. Provides guidance as needed and reviews team member funds certification and reconciliation activities for accuracy. Provides On-The-Job training to new team members and assists team members in the completion of job assignments and tasks.

Demonstrates considerable independence in planning time and helping a manager, project/program manager, and/or team leader to plan and use assigned resources to accomplish projects/programs/activities. May identify and request additional resources, as needed.

Contacts typically are internal and external, with regular contacts among major subdivisions and LOB's/SO's, customers, and other external parties to share information about the FAA and explain the applications of policies and procedures.

Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Assignments often require reviews of policies and precedents under the limited guidance of a manager or other employee.

Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Refers to managers and professionals who are more experienced problems that require their attention. May help them develop and recommend solutions.

Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities.

Qualifications

To qualify for this position at the FV-H level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS-10/11 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position.

Specialized experience is: Experience with Funds Certification and Reconciliation policies and procedures across all FAA financial systems. Experience in accounting, budget and financial management principles and practices.
