As a Telecommunications Specialist your duties will include but are not limited to the following:

  • Designing, implementing, testing, and maintaining VHF, UHF and satellite-based radio network systems.
  • Preparing written statements of work for vendor contracts and service level agreements.
  • Provides technical service support for the mission critical radio communications system/network and other field communications system networks operations.
  • Assisting in overall project management and integration of telecommunications and IT technologies and business practices.
  • Assisting in the development of internal policies, guidelines, and procedures.

  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to travel overnight away from home a few nights per month. You must obtain a government charge card for travel purposes.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

BASIC REQUIREMENTS: To qualify for this position at the GS-12 grade level, you must have Undergraduate or Graduate Education with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management or other fields related to the position to be filled. Other education consists of Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that include advanced instruction in addition to basic courses, may be substituted for general experience on a month-to-month basis.

-OR- Specialized Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

- AND -To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE:
At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following:
  • Performing radio/field communication support, such as designing, implementing, troubleshooting, maintaining, and repairing HF, VHF, and UHF Land Mobile Radio (LMR) systems and RF subscriber units.
  • During events and incidents, programming and operating ComSec and radio/field communication equipment, and planning, coordinating, and providing temporary radio/field communication equipment and support.
  • Collaborating with other federal, state, and local agencies on radio/field communication interoperability.
  • Knowledge of Project 25 (P25) radio standards.
  • Knowledge of R56 grounding standards.
You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Additional information

Physical Demands: The work is predominately involves sitting or standing to operate computer or radio and other field communications equipment and will require carrying and also lifting equipment weighing up to 30 lbs. In support of system maintenance and events or incidents, the incumbent will be working on building rooftops, antenna towers, bucket trucks, navigating tight spaces within buildings, and may include hiking and working at elevations above 12,000 ft. ASL.

Working Conditions: The work is performed in an electronics shop, at remote sites, in outlying and remote stations. Occasionally spends time in work situations, which expose incumbent to potentially hazardous situations. These include electrical shock, high towers, extreme weather conditions (heat, rain, high winds) and occasional night work. Safety precautions are required, including accompaniment by another specialist or technician when performing duties considered hazardous to life and limb, and utilization of safety procedures while on high towers, which may require wearing of safety gear. Incumbent must work under conditions of extreme stress and tension as a result of the need to maintain equipment in optimum working conditions.
