As the Supervisory Public Utilities Specialist (Program Marketing Manager), you will:

  • Lead Marketing and Communications: Direct all marketing, advertising, customer outreach, and public relations strategies to promote energy efficiency programs to over 135 public utility customers.
  • Supervise and Develop Staff: Manage a team of professional and administrative staff by assigning work, evaluating performance, providing coaching, and administering personnel actions.
  • Administer Programs and Resources: Plan, develop, and allocate staff and financial resources to achieve regional energy conservation, demand-side management, and budget targets.
  • Negotiate and Manage Contracts: Oversee the acquisition and execution of energy conservation contracts and procure third-party subcontractor services to support program delivery.
  • Advise Senior Leadership: Serve as an expert advisor to senior management on energy efficiency marketing, policy, and long-term strategic regional planning.
  • Manage Costs and Systems: Monitor and track marketing expenditures, project conservation savings, and participate in project teams to implement software and process improvements.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience is defined as meeting all of the following: 1) Experience leading or supervising a professional team to deliver marketing, communications, or public outreach programs, which includes planning work assignments, evaluating staff performance, and managing project budgets; 2) Experience planning and executing integrated marketing or communication campaigns (such as utilizing digital media, print, or outreach events) designed to influence consumer behavior or promote utility/energy programs to a large customer base; and 3) Experience building and managing relationships with diverse external partners or stakeholders (such as utility companies, corporate clients, or government entities) to coordinate joint business ventures, resolve program issues, or negotiate contract terms.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
