Duties

As a LEAD MILITARY & FAMILY READINESS SPECIALIST-TITLE 5, GS-0301-11, you will evaluate command well-being policies and procedures governing programs. Make and implement recommendations to increase capabilities and efficiency. Research, analyze, develop, coordinate, evaluate, and monitor the program systems to ensure that family program elements are established and provided. Assist in planning, inter-service coordination and liaison with key officials, higher headquarters, other agencies and organizations. Establish, develop, and oversee the implementation of a comprehensive information, referral, family and community outreach, volunteer management, financial readiness and follow-up training, education and services in response to Soldier and family readiness needs. Areas of focus include communication skills, conflict resolution, anger management, parenting, healthy relationships, safety, stress, time management, disaster preparedness, employment, career planning, and other pertinent topics. Develop the ARNG family readiness program budget. Provide guidance on use and oversight of non-appropriated funds. Oversee volunteer management and training, and life skills/resilience education for ARNG family members. Responsible for the execution of the Army Family Action Plan and Army Family Team Building. Manage and assign tasks to subordinate staff based on priorities, difficulty of assignments, capabilities of employees, and work schedules. Develop employee performance standards, provide technical oversight, review and evaluate work performance. Perform other duties as assigned.

CONDITIONS OF EMPLOYMENT:

Qualifications

SPECIALIZED EXPERIENCE:
Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-09) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of the family readiness program and its relationship to missions, functions, organization, major issues, work processes, goals objectives and programs. Experience with analytical and evaluative techniques and methods to analyze reports, gather data, review suggestions, and evaluate the effectiveness and efficiency of a program. Experience and knowledge of managing, coordinating and planning family, quality-of-life or human services programs. Experience interpreting and applying regulations, policies, and guidance affecting the use of resources to plan, coordinate, implement, and manage the Family Program. Experience analyzing, evaluating and making recommendations for improvement of family, quality-of-life or human services programs.

EXPERIENCE REQUIREMENTS:
Resume must have complete dates, work schedule, and/or hours worked per week for both civilian and military employment. (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only and unspecified work schedule will result in disqualification. Education

Substitution of Education for Specialized Experience: To qualify for GS-0301 Title 5 Excepted Service positions, on the basis of completed graduate education listed below:

Ph.D. or equivalent doctoral degree

-OR-

3 full years of progressively higher level graduate education leading to such a degree

To receive credit for education substitution listed above, you must provide OFFICIAL transcripts for validation.
