Major Duties
The primary purpose of the position is to provide administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, and a variety of related administrative matters in support of the Business Office. The incumbent acts as an extension of the Chief of the Business Office in developing programs, procedures, and policies.

  • Apply a broad knowledge of government-wide and VA human resources management principles.
  • Analyzes the effective utilization of personnel resources and related costs in support of Health Administration programs and allocates manpower to meet changing workload demands and clinical service requirements.
  • Plans work to be accomplished by subordinate units, sets and adjusts short and long-range priorities, and prepares schedules for completion of work based on program goals, workload projections, and facility initiatives.
  • Interviews candidates for subordinate supervisory, team leader, and key nonsupervisory positions, and makes or recommends selections, promotions, reassignments, and other staffing actions.
  • Identifies training and developmental needs of employees and ensures the provision of formal and on-the-job training.
  • Reviews and approves, within delegated authority, expenses such as overtime, travel, awards, bonuses, and within-grade increases, ensuring alignment with the budget and Business Office priorities.
  • Provides comprehensive personnel management and administrative support to all Business Office staff.
  • Reviews, analyzes, and interprets incoming personnel-related requests and issues, recommends appropriate actions or alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints, and work priorities.
  • Assists with workforce planning, including projecting staffing needs, developing or revising position descriptions, preparing job analyses, and drafting performance plans and appraisals.
  • Provides orientation for new staff and keeps managers and supervisors informed of the status of ongoing personnel actions. Offers advice on resolving complex personnel-related problems and plays a key role in developing and coordinating internal review systems to ensure administrative activities comply with VHA, VISN, VA, accrediting, and regulatory requirements.
  • Participates in the analysis and interpretation of workload and other data for resource and staffing planning and is responsible for preparing or coordinating responses to VA/VISN surveys, reports, data validation efforts, and other requests.
  • Advises the Business Office Chief on sensitive and complex administrative matters requiring an in-depth understanding of VA Medical Center missions, functions, and objectives.
  • Designs, implements, and maintains administrative and performance tracking systems to ensure performance reports, action items, and required documentation are completed accurately and on time in accordance with regulatory guidelines.
  • Provides oversight and quality control for a broad portfolio of administrative programs, including distribution and dissemination of incoming correspondence (including suspensions and taskings from the Director's Office), internal controls, records management, and timekeeping for the Business Office.
  • Ensures that safety officer, fire marshal, security manager, and privacy officer administrative responsibilities assigned to the Business Office are properly executed; conducts periodic program reviews and inspections, identifies deficiencies, and directs corrective actions to achieve and sustain compliance with regulatory and accreditation requirements.
  • Manages the overall supply, equipment, and space needs of the Business Office, including services, material movement, and coordination of real property requests.
  • Monitors balances and project status, recommends reprogramming of funds as needed.
  • Responsible for formulation and execution of the annual budget, including supplies, equipment, and other general operating expenses; assembles and compiles budget information, maintains a running account of funds allocated and expended in all subaccounts, and makes interim adjustments as necessary by applying knowledge of budgetary policies, procedures, and regulations.
  • Provides expert advice and guidance throughout the project lifecycle, anticipates areas of concern, and recommends risk-mitigation strategies.
  • Performs other related duties as assigned.

  • Physical Requirements: The work is primarily sedentary, performed in an office setting. Some walking, standing, bending, and carrying of light items (e.g., documents, laptops) is required in the course of attending meetings, conducting reviews, or visiting other areas of the Medical Center or outlying sites. Occasional travel between DC VAMC campuses and community-based outpatient clinics may be required. The work is performed in a typical office environment within a healthcare facility. Normal safety precautions are observed.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/02/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for the Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-11, in the normal line of progression for the occupation in the organization. Specialized experience typically includes, but is not limited to, a variety of administrative functions such as:
- Human resources management
- Budgeting and finance
- Management and program analysis
- Office support services- Document control
- Other related administrative tasks

Examples of your specialized experience may include:
  • Develops, initiates, and implements complex administrative policies and procedures-
  • Reviews and analyzes administrative directives and policies issued by the Medical Center Director, other VA Medical Center services, VISN, and VACO-
  • Creating reports and coordinating or scheduling meetings-
  • Submitting requests and work orders using a personal computer and office automation programs (such as word processing and spreadsheets)-
  • Maintaining and updating department or service-level databases and shared drives-
  • Accurately preparing timecards for submission and processing-
  • Resolving timekeeping issues related to overtime, holiday pay, unscheduled hours, and various types of extended leave-
  • Managing and balancing the financial aspects of general fund control points and purchase procedures-
  • Preparing and submitting requests for recruitment, promotions, reassignments, and disciplinary actions-
  • Developing, initiating, and implementing complex administrative policies and procedures-
  • Monitoring balances and project statuses, recommending reprogramming of funds as needed, and justifying reprogramming requests when required
