As a Process Improvement Analyst, you will be responsible for documenting, improving and mapping tasks that are prime for optimization and automation, or other automation tools, in order to gain efficiencies agency wide.

  1. Applies established continuous process improvement methods to define, measure, analyze, improve, and control agency business processes. Leads teams of continuous process improvement practitioners in chartering projects, applying continuous process improvement methods to analyze agency process impediments, using statistical software to establish baseline metrics, mapping and modeling agency processes, establishing project milestones, redesigning business processes for continuous improvement, establishing quality controls, and documenting improvements through balanced scorecards.
  2. Acts as a management consultant in presenting and advocating the Continuous Process Improvement program to agency managers and staff. Coaches individual managers on using continuous process improvement methods and overcoming obstacles to successful implementation of process improvement systems.
  3. Develops and presents training courses on continuous process improvement and the ways in which this approach to business process improvement can strengthen agency performance. Increases awareness of the need for continuous process improvements to establish a competitive advantage. Acts as a change agent providing support to implement major improvements in business operations.
  4. Leads projects to apply continuous process improvement methods to standardize and significantly improve Office of the Chief Financial Officer  business processes and policies. Provides technical leadership and project direction for ad hoc project teams. Sets goals and technical standards for project team members, anticipates and effectively responds to changes in workload and resources, and influences project team members through an inclusive style and recognition of project team member abilities and knowledge.
  5. Prepares and conducts briefings for higher level management to explain Lean Six Sigma analysis, provide recommendations and action plans, and propose guidance and direction for implementation of recommendations. Provides management with timely, accurate and substantive input.

The GS-14 salary range starts at $127,829 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

Specialized experience is defined as analyzing and evaluating the effectiveness of complex program operations aimed at improving business processes and/or initiatives and communicating program goals with internal and external stakeholders. This experience must include:

  • Leading process improvement projects using established methodologies such as Lean or Six Sigma;
  • Conducting comprehensive analysis of organizational business processes;
  • Presenting recommendations to senior management;
  • Coaching or training staff on process improvement techniques; and
  • Managing cross-functional teams to implement standardized procedures and policies.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review theapplication of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Skills to analytically apply a wide range of qualitative and quantitative techniques and methods to analyze the effectiveness and efficiency of programs, specifically agency goals and objectives and issues relevant to strategic planning initiatives and improvement of programs.
  2. Knowledge of agency programs and missions to plan, conduct and lead study teams, represent and speak for the agency, and provide authoritative advice to top management.
  3. Knowledge to lead business process improvement projects that involve development of new approaches and application of experimental continuous process improvement theories.
  4. Knowledge of policy and planning concepts and practices, project management methodologies, and advanced applications tools and technologies to provide advice on and devise solutions to a wide range of complex management problems and issues.
  5. Skill in oral communication to make formal and informal presentations to higher level management. Ability to negotiate effectively with all levels of management to gain acceptance for program recommendations.
