Duties

Help

  • Exercises supervisory personnel management responsibilities at least 25% of the time.
  • Serves as the principle advisor to the AFTC Commander and senior staff on all financial matters for highly technical Research, Development, Test and Evaluation (RDT&E) activities for the AFTC enterprise
  • Participates in top-level management and business decisions of the AFTC
  • Resolves conflicts of policy and procedures to allow best value financial management
  • Serves as the FM Center Senior Functional (CSF) for the financial management workforce assigned to the AFTC enterprise

  • The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training
  • This is an acquisition coded position. Selectee must complete required certification level 3 in Financial Manager within 24 months of assignment.
  • This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate component official, i.e., the Director of Acquisition Career Management for the component, the Service Acquisition Executive
  • or the Service Secretary, the following are statutorily mandated requirements. (1) Selectee must execute a written agreement to remain in Federal service in this position for at least three years. In signing such agreement, the employee does

  • defined grace period for that certification level after assignment. (3) This position also requires employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points every 24 months

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in (1) developing, coordinating, and maintaining an integrated system of financial staff services including at least accounting, budgeting, and management-financial reporting, and sometimes also one or more of such related staff services as auditing, credit analysis, management analysis, etc.; (2) exercising effective control over the financial resources of the organization; (3) coordinating and synthesizing financial and management data so as to interpret the composite financial results of operations to all levels of the organization's management; (4) advising on, developing, coordinating, and carrying out financial policies, procedures, and plans; (5) reviewing, analyzing, evaluating, and reporting upon program accomplishments in financial terms; and (6) advising and assisting the management officials of the organization served by supplying financial management advice required to make management decisions, establish organizational goals and objectives, and manage the organization.NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

- Advises the AFTC Commander on highly technical RDT&E finances, directs enterprise budgeting and long-range planning, and represents the center at high-level DoD/Air Force meetings
- Drives top-level business decisions, prepares and defends AFTC budgets to higher headquarters/Congress, manages resource impacts, and administers cost strategies
- Resolves complex financial policy conflicts, navigating diverse laws, directives, and funding authorities while adapting to changing political and environmental priorities
- Serves as the FM Center Senior Functional, overseeing workforce processes, advising leadership, and managing succession, training, and force development

Ideal Candidate:
- The ability to synthesize complex, multi-year funding streams (such as RDT&E, Procurement, and O&M) to build highly accurate execution forecasts and identify potential funding shortfalls before they impact the mission
- Proven capability to navigate complex statutory limitations to find creative, compliant solutions for funding urgent warfighter requirements
- The ability to serve as a trusted financial advisor to program managers, contracting officers, and senior commanders, translating technical financial constraints into clear, mission-focused options
- Previous experience at an installation, Numbered Air Force, MAJCOM or Headquarters Air Force is highly desired.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of the policies, laws, regulations, precedents, and objectives of Congress, OSD, OMB, DoD, AF, and HQ AFMC.
2. Knowledge of major issues, program goals and objectives, work processes, and operations of the organization.
3. Skill in developing new or modified work methods, organizational structures, management processes, and/or program administrative procedures.
4. Ability to apply a variety of methods and techniques to financial management programs and processes.
5. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy.
6. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
7. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization.
