The incumbent serves as the supervisor of the Administrative Section of the Support Services Division (SSD) at the VA Regional Office (RO). The primary purpose of the work is to manage and supervise the operations of the SSD Administrative functions, e.g., records management, property management, supply, procurement, Fleet Management, emergency planning, physical security, safety, facility management, space management, and equipment operations, etc.

Typical duties include, but are not limited to:

  • Plans for, organizes, administers, and directs how the support services work will be accomplished for the organizations served.
  • Provides advisory services to all levels of management regarding the requirements and implications of the office service provided.
  • Provides for the overall administrative management for the organization.
  • Serves as a subject matter expert on all aspects of administrative activities.
  • Provides management and operating officials advice and assistance on all administrative matters.
  • Together with division and station management, assists in the development and execution of the station's annual GOE and Minor Construction budget.
  • Develops and implements administrative management policies.
  • Directs operation of the central mailroom including direction of the general workflow of written communications for the RO.
  • Directs procurement, storage, and distribution of all forms and publications to the RO, service organizations, etc. and ensures compliance with RO and CO directives.
  • Responsible for administration of station motor pool of GSA vehicles in accordance with applicable directives and ensures maximum utilization and maintenance of assigned vehicles.
  • Ensures surveillance, evaluation, and planning to ensure efficient utilization of facilities and works with appropriate entities for acquisitions, maintenance, and improvements.
  • As PCI (PIV Card Issuance) Manager or alternate PCI Manager for the Regional Office, is responsible for the administration of the Personal Identify Verification (PIV) system.
  • As the supervisor of the Records Management Officer(s) for the RO, ensures compliance with all national directives, and develops all necessary local procedures, systems, and methods concerned with protection, preservation, and systematic disposal of records.
  • Manages the administrative property of the organization by performing property management duties such as maintaining records, conducting periodic inventories, and/or disposing of excess property.
  • Advises, counsels, and instructs subordinate employees on work and administrative matters.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is GS-13.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 07/06/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
  • For a GS-13 position you must have served 52 weeks at the GS-12.
  • If you are a current VBA employee requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS-13 (or higher) and the promotion potential of your current position must be at least GS-13.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
  • Specialized Experience: Applicants must have one year of specialized experience at least the next lower grade level (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience that must document an expert level of analytical, technical and customer service skills and ability to independently make recommendations based on research, initiative and sound judgment in all instances.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.

Physical Requirements:The work is primarily of a sedentary nature. There are occasional periods of walking, standing, bending, and carrying of light items.
