Determines how to accomplish goals within policies & regulations, safeguarding U.S. interests
Exercises Tech & admin supervision through subordinate supervisors & team leads over significant, long-term, high-visibility funding actions involving complex terms, sophisticated pricing/cost analysis, & unique acquisition processes

Leads statewide category management, strategic sourcing, & data analytics to improve total cost of ownership in alignment with NGB resourcing strategies
Represents the Gov. before judicial & admin forums (e.g., IG, JAG, GAO, boards of contract appeals, federal courts, & Congressional committees) in protests, claims, disputes, & appeals
Prepares & issues cure notices, show cause letters, terminations, settlement agreements, & Contracting Officer Decisions
Interprets & conveys contracting rules & policy & is delegated authority to develop, implement, & manage all ARNG & ANG contracting functions
Evaluates the effectiveness of contracting processes & management information controls; develops guidance for acquisition strategic planning; & manages operational contracting support resources & operating budgets
Establishes procurement & contract goals & data collection, & develops local contracting & Gov. Purchase Card (GPC) policy & guidance consistent with higher-echelon directives
Exercises delegated managerial authority to set program goals & objectives, resolve staffing shortages, develop long-range staffing plans, & adjust organizational structure & workload distribution
Serves on process action teams, working groups, boards, & committees to identify & implement contracting efficiencies
Ensures operational contracting support is fully integrated into planning & execution across warfighting & support functions. Identifies & validates contracted mission support requirements

Holds delegated signatory authority from a two-star equivalent SES & expressly delegated responsibilities from the Assistant Secretary of the Army (Acquisition, Logistics & Technology) & HCA, including approval of informal acquisition plans & strategies within specified dollar thresholds
Oversees statewide operational contracting support by embedding it in plans & operations, advising on contract solutions to achieve the commander's intent, leading contract support planning for current & future operations, enforcing contracting policy, & directing operational contracting support & COR training
Provides expert, independent judgment & recommendations for changes to operating procedures based on deep analytical & subject-matter expertise

Must meet certification requirements, DAWIA Level I – Professional certification, within 36 months of placement.
Must be DAWIA (Level I – Professional) certified in Contracting or have Federal Acquisition Certification in Contracting (FAC-C) (Level I – Professional).
May be required to travel by military or commercial aircraft in the performance of TDY assignments.
Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
Must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
Must meet the continuing acquisition education, training and experience requirements IAW DoDI 5000.66.
IAW the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually.
Must go through a Contracting Officer Review Board (CORB) prior to appointment and as a condition of employment must maintain a warrant.
Position designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration, NTE 14 calendar days per year unless approved in advance by the TAG.
Qualifications
GENERAL EXPERIENCE:
Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management.
SPECIALIZED EXPERIENCE:
Must have at least 48 months experience, or 1 year equivalent to at least next lower grade level (GS-13), analyzing, developing, and implementing acquisition policy and procedures to include the following: (1) Preparing analyses, alternatives, and recommendations for streamlining initiatives, metrics, point-papers, status reports, and staffing actions, (2) Providing Acquisition advice and internal review of contract strategies, plans, and techniques, (3) Reviewing solicitations and related documents and contracts ensuring compliance with laws, regulations, and directives. Must have Level 1, DAWIA Professional Certification (or equivalent, see Certifications Issued by Federal (non-DoD) Organizations below). Any applicant selected will receive a tentative offer of appointment contingent upon passing a CORB as this position is required to hold a warrant as a condition of employment. Must have specific experiences, training, and competencies (Skills, Knowledge, and Abilities) that prepared the applicant to successfully perform the duties and responsibilities required by each grade.
