Help

  • Serve as the primary consultant and advisor on property and supply, purchasing, communications, mail, and transportation services.
  • Develop and implement programs and plans to satisfy varying requirements and priorities for accomplishing department and other service unit objectives.
  • Provide leadership, oversight, and coordination of the supply management program for the hospital and affiliated satellite health center, ensuring the effective procurement, distribution, and accountability of expendable and non-expendable supplies that support the clinical, operational, and administrative functions of the service unit.
  • Prepare and process purchase orders to ensure proper formatting, compliance with applicable procurement regulations, verification of local fund availability, and accurate distribution of purchase order documentation to all required parties.
  • Coordinate and oversee the preparation, review, and submission of daily obligation documents, receiving reports, invoices, receipts, disposal documentation, annual equipment requirements, and other administrative and financial reports to ensure accuracy, compliance, and efficient operational support.

Background Investigation Requirement:

This position requires the successful completion of a federal background investigation as a condition of employment.

A background investigation is a standard process used by the Federal Government to verify an individual's identity, employment history, education, and other relevant information to determine suitability for Federal service.

Upon receipt of instructions, applicants must complete all required background investigation forms within five (5) calendar days of issuance. Timely completion is critical to avoid delays in processing or a determination of unsuitability.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part-time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

INDIVIDUAL OCCUPATIONAL REQUIREMENTS
In order to qualify for this GS-12 position, applicants must possess one (1) year of specialized experience equivalent to at least the next lower level in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include:

  • Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
  • Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.
  • Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.
  • Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization.
  • Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.
In addition to the Individual Occupational Requirements (IOR), you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
  • Interpret medical, financial and management data to complete business transactions, compile/prepare reports regarding operational activities and prepare presentations.
  • Prepare and maintain property and supply records of all accountable property, including excess property, disposal transfers, storage allocation, inventory adjustments, and stock control levels.
  • Issue and sign purchase orders for supplies and services.
  • Utilize a budgetary process to prepare, review and implement a budget to ensure that financial resources are allocated in a way that supports organizational objectives while maintaining financial health.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Additional information

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a federal employee. IHS may offer newly appointed federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position is ineligible for the Bargaining Unit.

Recruitment or relocation incentives may be authorized. At least a 6-month service agreement will be required.

This position has no promotion potential.
