Major Duties:

  • Oversees and refines customized, networked computerized databases to allow for timely tracking of research projects.
  • Oversees the protocol review process of multiple programs and committees.
  • Ensures that animal and human subject research is reviewed, approved, and conducted in accordance with appropriate Federal, State, organizational regulations, and any applicable guidelines or standards.
  • Monitors quality assurance program implementation and indicators designed to prevent erroneous transactions and ineffective work practices.
  • Analyzes and evaluates each research project to ensure compliance with Federal and State regulations, and other applicable regulatory and procedural requirements.
  • Performs full reviews of local investigators' studies as part of the institutional quality assurance procedures.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. You may qualify based on your education/experience/combination as described below. Grade Requirement: For CTAP eligibility, an applicant's selection priority applies when the vacancy: (1) is at a grade or pay level with a representative rate no higher than the representative rate of the grade or pay level of the CTAP eligible's permanent position of record; (2) has no greater promotion potential than the CTAP eligible's permanent position of record; (3) is in the same local commuting area as the CTAP eligible's permanent position of record; (4) is filled during the CTAP eligible's eligibility period; and, if applicable, (5) is filled under the same excepted appointing authority as the CTAP eligible's permanent position of record if the CTAP eligible is an excepted service employee and the agency CTAP provides selection priority in the excepted service.

Minimum Qualifications:

Possess the Individual Occupational Requirements for Health System Administration Series 0671:

Undergraduate or Graduate Education: With a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration;

OR

Specialized Experience:
Specialized Experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, Specialized Experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Read all responses before making your selection. Failure to provide the required information will render your application ineligible for consideration. Specialized experience includes, but is not limited to, progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: -Missions, organizations, programs, and requirements of health care delivery systems; -Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
AND
Possess Education/Experience Requirements for Administrative and Management Positions:
Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the position;

OR

Possess one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: applying analytical and evaluative techniques in support of investigative studies involving human subjects, animal study research, research safety and security, and research information security; providing technical/consultative guidance regarding Institutional Review Board matters and operations; assisting with development and implementation of program informing processes and policies; analyzing data and preparing data presentations; developing action plans to resolve problems or improve efficiency.

OR

Possess equivalent combination of qualifying education and experience equal to the GS-9 level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties.

To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
