The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA), the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing is committed to building and preserving healthy neighborhoods and communities through homeownership, rental housing and healthcare opportunities.

As a Supervisory Housing Program Specialist, you will:

  • Oversee the day-to-day management and operations of the Homeownership Center (HOC) with regard to activities within the assigned geographical area. The position is primarily responsible for the overall delivery of the Single-Family Housing programs of the Department of Housing and Urban Development, Office of Housing within the geographical jurisdiction of the Homeownership Center. Serves as the liaison with the Regional Directors, Field Office Directors, Public Affairs Office, Congressional Relations, and City Officials and with FHA customers, Congress, and lending professionals.
  • Direct the supervisory staff who manage the professional, technical, and clerical staff required for the production and risk/asset management of Single-Family Housing programs, including but not limited to loan production, asset management, disposition of real estate owned properties, new initiatives, initial project planning, technical processing phases, customer service, quality assurance. Conduct reviews of field offices and HOC customer service.
  • Identify problems and trends and then develops appropriate corrective strategies; keeps the Director of the Homeownership Center informed of such findings for the purpose of assessing their impact on current HUD policies and procedures; resolves problems and issues that hinder the effective operation of the assigned functions or the quality of program accomplishment; eliminates impediments to improving the quality of program assistance.
  • Assure that housing production, quality assurance, customer assistance, and any other program responsibilities (such as procurement and contract management) assigned to the HOC, operate in accordance with the current policies and procedures established by the Department; maintains quality control over all assigned functions; responsible for the accuracy and timeliness of all decisions.

The official duty station for this position will be in Denver, Colorado. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Key Requirements:

  • Must be U.S. Citizen or U.S. National.
  • A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period.
  • A one year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
  • Obtain and use a Government-issued charge card for business-related travel.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
  • Leading and directing a housing, lending, or real estate program (may include loan production, asset and risk management, quality assurance, compliance, audit resolution, customer service, and/or real estate disposition functions); AND
  • Developing and implementing management strategies, policies, procedures, and internal controls to strengthen financial management, improve service delivery, and ensure regulatory compliance; AND
  • Communicating complex agency programs, financial management principles, and technical requirements both verbally and in writing to management officials, employees, industry partners and the public to resolve housing program issues, negotiate priorities, and ensure effective program implementation.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
