Help

Duties include but are not limited to:

  • Responsible for overall program management for the clinic maintenance process for the Facility and leads the facility's efforts to integrate profile management among healthcare providers, other facility staff, and patients.
  • Coordinator is responsible for establishing and managing communication plans that identify target Audience, appropriate messages, activities, and resources needed for effective communication, and communication plans for change management, incorporating multiple
    channels to manage expectations and disseminate project progress.
  • Facilitates efficient and effective communication between Program Analysts (ADPAC)s, MCA, encounter form specialists, billing specialists, and assigned service to ensure accuracy of workload transmission and when new scheduling software is installed/implemented.
  • Coordinates with all MAS Section Chiefs for input and sharing of electronic information.
  • Prepares various reports in collaboration with the MAS Program Applications Specialist for MAS.
  • Responsible for oversight of all clinic set up options, clinic profiles and outputs. Position requires knowledge and innovative skill to achieve clinic set up in the best interests of all clinic profile management for the Facility.
  • Maintains a current inventory of Secure Messaging technology including hardware, software and associated licenses.
  • SME in best practices, change management, analytical techniques, coaching, technology implementation, of CCM.
  • Establishes guiding processes, principles and policies for Clinic Profile Management at the facility level, and for the operation, management and oversight of Clinic Profile Management.
  • Ensures that Secure Messaging programs have a facility-wide emergency and disaster contingency plan developed and in place, which incorporates National, Network, and Local standards.
  • Develops, implements, and monitors procedures for creation and maintenance of all clinics. Assumes overall responsibility for establishing and editing clinic changes, notifications, for new and established clinics and inactivating clinics in the system.
  • Coordinates with informatics for development and management of data systems, assisting and creating the basis for data driven decision-making of clinic profile operations management.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent maybe exposed to walking to outlying areas. The work places no special physical demands on the employee. Work is performed in an office setting with occasional visits to areas within the service as well as throughout the Facility. Work area is adequately lighted, heated and air conditioned. The normal risks and discomforts typical of an office and clerical work area are included. There are no unusual risks or safety hazards associated with this position.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/02/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 9 position you must have served 52 weeks at the GS 7. For a GS 11 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS 9 Grade Qualifications:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Comprehensive knowledge of applicable public laws VA regulations and national, VISN, and facility directives, legal decisions and state laws dealing with care, policies, procedures, and precedents regarding scheduling, clinic profiles, ambulatory data capture, workload, billing, DSS(MCA) identifiers and ACA principles; (2) in-depth practical knowledge of all VA scheduling packages and ambulatory data capture applications, other non-related packages interfacing with the ambulatory data capture program (lab, radiology, surgery, event capture, TIU, etc.), fileman, and other applications pertinent to outpatient clinic profile management and data collection; (3) knowledge, experience, and ability to select, interpret and apply regulatory guidelines, precedents and protocols to process clinic profile requests involving complicated decision with multiple factors; (4) knowledge, experience, and innovative skill to evaluate and analyze processes and procedures with multiple variables, problem-solve, and apply mature judgment to make complex independent decisions with ramifications across a continuum; (5) knowledge and skills to communicate effectively with a wide variety of professional and non-professional individuals to facilitate a liaison between services, a smooth and efficient workflow, resolution of problems and promote good relationships; (6) knowledge and skills on how to locate, extract, interpret and generate reports of various natures for various Facility services; and (7) knowledge of various software applications and databases to develop repots and manage data. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree. OR, 2 full years of progressively higher-level graduate education leading to such a degree. OR, LL.B. or J.D., if related.
