Human Services, Rockville, Maryland. The incumbent serves as the Director and provides administrative direction, supervision, support, coordination and evaluation for the DAES and its programs, branches and personnel.

Help

  • Designated as the Agency Coordinator for the Homeland Security Presidential Directive 12 (HSPD-12) program and provides leadership and coordination in the planning, developing, operation, and evaluation of HSPD-12 for IHS Headquarter and Area Offices.
  • Assigns and manages system roles such as Sponsor, Adjudicator, Registrar and Issuer, as well as verification of separation of duties and certification of required training, oversee the enrollment of each employee
  • Directs coordination of all communication
  • Assist in acquiring Enrollment Workstations, Issuance Workstations, and the distribution of Personal Identity Verification cards
  • Exercises overall supervisory responsibility for a staff of administrative & emergency services analysts and support personnel
  • Maintains training and development plans and nominates DAES employees for training to
    afford opportunities for continual development of staff knowledge and skills to effectively perform the
    work of the Division.
  • Explains performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses.
  • Adheres to and advocates the requirements of the IHS Diversity Management/Equal Employment
    Opportunity (DM/EEO) guidelines.
  • Plans, directs and coordinates a comprehensive IHS Administrative & Emergency Services program.
  • Sets goals and objectives for the Administrative & Emergency Services Programs and branches.
  • Exercises responsibility for formulating, analyzing, developing, implementing and evaluating policies,
    regulations, procedures, forms, records, directives, reports, charts, schedules, and other materials.
  • Directs and coordinates an Office Services support program
  • Administers physical security, facility management, space management services, real property and
    General Services Administration (GSA) lease management, telecommunication services, parking
    management, the employee credentialing program, and the employee transit subsidy program.
  • Provides oversight in the development of policies, procedures, and practices
    governing the administration of all mail management activities.
  • Provides administrative leadership and direction in advising senior IHS leadership and IHS Area and
    Program Directors on policy and procedural matters.

Background Investigation Requirement:

This position requires the successful completion of a federal background investigation as a condition of employment.

A background investigation is a standard process used by the Federal Government to verify an individual's identity, employment history, education, and other relevant information to determine suitability for Federal service.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

MINIMUM QUALIFICATIONS:

Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

  • Directs, supervises, and evaluates multiple administrative and emergency services programs, branches, and personnel, ensuring alignment with organizational priorities, regulatory requirements, and mission objectives while providing executive-level leadership and strategic oversights.
  • Manages and coordinates a broad range of administrative functions and services associated with Homeland Security Presidential Directive 12 (HSPD-12), including policy implementation, credentialing operations, access control programs, compliance monitoring, and interagency coordination to ensure secure and efficient workforce operations.
  • Analyzes daily operational data, performance metrics, and program reports across multiple functional areas to identify trends, assess risks, and develop recommendations for senior leadership; exercise independent judgement in making decisions affecting program effectiveness, resource allocation, and organizational readiness.
  • Provides executive leadership in the planning, coordination, and administration of critical support services, integrating administrative operations with emergency management requirements to enhance organization preparedness, continuity of operations, and service delivery.
  • Oversees the development and implementation of policies, procedures, and performance measures to improve operational efficiency, strengthen internal controls, and ensure compliance with federal regulations and agency directives.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
