Plan, organize, and oversee the activities of the Division.
Formulate program goals, plans, policies, and procedures and work plans dealing with the development and operation of command-wide Integrated Resilience/Airman and Family and Professional Development functions and activities.
Select candidates for subordinate non-supervisory positions and recommend selections for subordinate supervisory positions taking into consideration skills and qualifications and mission requirements.
Support the establishment and maintenance of effective working relationships with other coordinating organizations.
Serve as command advisor for all integrated resilience, communication and professional development programs.
This position is centrally managed. Travel and relocation expenses will be paid.
If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS

Required to meet and maintain Air Force Reserve requirements. Incumbent's regular assignments are primarily ART duties: however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities

Incumbent may occasionally be required to work other than normal duty hours or overtime to meet workload demands.

Incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty (TDY) assignments.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Group Standards for Administrative & Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-14 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position being filled. Specialized experience is experience which includes establishing command/organization processes and policies to improve the efficiency, effectiveness, and decision-making abilities of senior leaders on all matters pertaining to personnel, professional development, strategic partnership/communication, developing resilient leaders and family and community readiness.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the requirements for community, families and members support delivery systems, to develop, implement and improve command-wide programs and draw supportable conclusions.
2. Knowledge of principles and techniques of social system design to analyze and make recommendations with regard to education and training program objectives, policies, delivery systems and resources to improve organizational accessibility, responsiveness and relevance to the mission and the needs of its members.
3. Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing integrated resilience and community programs, and the common types of these in effect in state and local governments, carried out at the installation level and in local communities.
4. Ability to recognize and analyze problems, conduct research, summarize results, and appropriate recommendations.
5. Ability to develop and use appropriate data collection techniques.
6. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
7. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL INFORMATION:
This is an Air Reserve Technician Officer (ART) officer position. The incumbent must meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedules will be so aligned to allow the individual to function fully on unit training assembly (UTA) weekends.
This is a designated mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC. AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. The employee must sign a mobility agreement.
This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

This is an AFRC key management position, in which, the incumbent is required to formulate, determine, and/or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities.
