General Description of Assigned Duties:

Lead Medical Support Assistance (MSA) at grade GS-7 will be assigned to Women's Health Program and work under the general Supervision of the Women Veteran Program Manager. The incumbent functions as the Lead Medical Support Assistant in the area of Women's Health to include, but not limited to Community Care categories of Maternity, IVF, Infertility, Breast Health, Gynecology and Reproductive Health. The incumbent is responsible for providing guidance and leadership to the other MSA staff in the service line to include ensuring timely and accurate processing of community care consults; Assisting Veterans by providing a smooth process for the management of his/her Non VA Medical Care/Community Care appointments, and they will support work in connection with the care and treatment given to the Veterans by performing a variety of support duties that facilitate the work of an interdisciplinary coordinated care delivery model (PACT), works in collaboration with the clinics to obtain appropriate documentation needed for the Non VA appointment, develops and maintains effective and efficient communication with the patient, providers, Non VA providers, and other agencies. The Lead MSA will work with the Supervisor in setting priorities and deadlines for the team, ensuring reports are completed timely and accurately. Will provide input in problem solving on operations issues and procedures. The Lead will be responsible for effective communication to include MSA, Veteran and provider questions and concerns.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Experience: None.
  • Education: High school diploma, General Education Development equivalency certificate, or proficiency certificate from a State or territorial-level Board or Department of Education.
  • English Language Proficiency: Candidates must be proficient in spoken and written English in accordance with 38 U.S.C. ยง 7403(f).
If using post-high school education to substitute for experience at the GS-04 or GS-05, you must submit a copy of your unofficial or official college transcript with your application.

If selected, to meet the basic requirement of high school education or equivalent and prior to a firm job offer being extended, applicants must provide one of the following as verification of the education requirement if not covered under the grandfathering provision:

  • Experience: One year of creditable experience equivalent to the next lower grade.
  • Knowledge, Skills, and Abilities (KSAs): In addition to meeting the experience above, the candidate must demonstrate the following KSAs:
    • Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community.
    • Skill in communicating with individuals to obtain the desired effect and coordinating with a variety of interdisciplinary care team staff.
    • Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.
    • Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.
    • Ability to provide staff development and training.
    • Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.
Functions or Scope of Assigned Duties:

The Lead (MSA) is responsible for providing guidance and leadership to the other MSA as well as ensuring assistance to Veterans providing a smooth process for the management of his/her outpatient appointments as well as support work in connection with the care and treatment given to the Veterans by performing a variety of support duties that facilitate the work. The Lead MSA will spend 75% of their time on the "floor" handling administrative tasks directly related to the Service Line and 25% of the their time will be spent monitoring, coaching and other administrative duties. This position includes, but is not limited to, work that requires a practical knowledge of computerized data entry and information processing systems, ensures the database integrity by monitoring for accuracy and completeness, creating and maintaining staff work schedules and coverage, orienting and providing on-the-job training for new and current staff, ensuring all training requirements are met, knowledge of the medical facility's organization and services, rules and regulations governing eligibility and treatment, practical knowledge of the standard procedures, medical records, medical terminology, security of sensitive electronic files, process improvement, gives guidance and initiates action as appropriate.

Supervisory Controls:

The incumbent is under the general supervision of the Women Veteran Program Manager with close oversight by the Radiology Administrator and Community Care. Independently performs recurring duties within program guidelines/policies. Completed work is reviewed periodically to ensure accuracy, timeliness, soundness, and conformity to policy requirements.

The incumbent uses initiative to independently contact others to provide, receive, or develop information in order to coordinate projects and/or resolve affecting program.

Preferred Experience:
  • 2 years of administrative experience.
  • 1 year of Community Care experience.
  • 1 year lead experience

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
