SUMMARY:

The primary purpose of this position is to assist with the oversight and coordinate specialized developmental care for childcare 6 weeks to 5 years of age in the child development program. To serve as a senior educational technician and provide support and guidance to appropriated fund (APF) employees, nonappropriated fund (NAF) employees, and other employees as assigned.


DUTIES:

  • Responsible for technical program oversight of the lower graded assistances, lead program assistants, and technicians providing them mentoring, training and instruction.
  • Provides age appropriate development care for children ages 6 weeks to 5 years of age.
  • Ensures a safe, healthy and nurturing environment for all children.
  • Prepares daily activities for children 6 weeks to 5 years of age that supports the inclusion of children with special needs.

  • May be required to work in an uncommon tour of duty, including nights and weekends. May be required to work overtime on an unscheduled or emergency basis.
  • Must complete additional training requirements within specified timelines (to include AF courses, medication dispensing, observation of symptom of illness, security, safety, developmentally appropriate practice, lifting, including CPR and First Aid).
  • Must complete physical examination and required immunizations for child care programs in accordance with guidance from the Advisory Committee on Immunization Practices (ACIP).
  • Must complete all applicable courses in Virtual Lab School.
  • This position requires pre-employment physical examination
  • May be required to perform other related duties as assigned.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
  • Full/part-time employees occupying direct childcare positions are eligible for discounts IAW DAF AFSVC/CC Memo, 30 Sep 22; first child 100% / each additional child 25%. Other assigned CYP and FCC personnel are eligible for 25% discount.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the Education and Training Technician Series, 1702.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NJ-I, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service. Specialized experience must includes 1) Knowledge of Child Development regulations, procedures, and processes. 2) Knowledge of appropriate early childhood guidance practices, techniques and programs. 3) Knowledge of physical, intellectual, social, emotional and nutritional stages of development of young children in applying basic child development principles, concepts, practices to perform CDC operation assignments.

EDUCATION:
Have successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of comprehensive child development requirements, policies, procedures and processes. Knowledge of appropriate early childhood guidance practices, techniques and programs.
  2. Knowledge of physical, intellectual, social, emotional and nutritional stages of development of young children in applying basic child development principles, concepts, practices to perform CDC operation assignments.
  3. Skill in communicating factual and procedural information clearly, orally and in writing.
  4. Ability to adapt planned activities for children's individual skills.
  5. Ability to ensure the safety and hygiene of children through constant supervision, effective arrangement of space and proper management of equipment.
  6. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
  7. Ability and skill to lead subordinate employees and foster effective working relationship with others.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

AcqDemo Expanded Probationary Period for Supervisors and Managers: An additional supervisory probationary period of one year may be required when an employee is officially assigned to a different supervisory position.

This is an acquisition demonstration project position NH-02 equivalent to a GS-05 to GS-08.

Final salary will include the applicable locality pay for the designated duty station, which will be calculated and applied at the time of the job offer.
