Duties

Help
  • You will directs the overall CI Targeting Program, establishing the strategic goals, priorities, and major projects to be pursued.
  • You will plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
  • You will serve as the senior technical authority and final arbiter on the administration and execution of the CI Targeting Program, providing authoritative guidance on the most complex and controversial programmatic issues.
  • You develop and implement new policies and procedures for the program, ensuring the integration of the agency's strategic goals into the day-to-day management of targeting operations
  • You will represent DON/NCIS and the CI Targeting Program at the highest levels with senior officials within DON, of other federal agencies, foreign governments, and private industry.

  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Must have one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector that demonstrates:

1. Mastery of counterintelligence (CI) targeting principles, program management expertise, and executive leadership.
2. This experience includes directing CI targeting operations, developing and implementing enterprise-level operational support programs, applying advanced analytical and targeting techniques.
3. Engaging in interagency negotiation and intelligence sharing to achieve mission objectives.
