This position is a Construction Control Representative, serving as a Contracting Officers Representative for the Operations and Maintenance Services Cost Contract, and other contracts as may be necessary, for the complete operations and maintenance of multi-purpose civil works project.

Help
  • Reviews contractor prepared shop drawings and submittals for sufficiency and contract compliance.
  • The incumbent develops technical provisions, scopes of work, and/or plans and specifications, solicitations, quality assurance surveillance plans (QASP), sole source justifications, and Determinations and Findings.
  • Prepares independent government estimates.
  • Tracks expenditures and obligations ensuring contract value is not exceeded.
  • Negotiates differences in scope, modifications, and most significantly, cost and time and makes recommendations to the Administrative Contracting Officer and/or the Contracting Officer.
  • Completes monthly reports, documents communications and meetings, and provides quarterly and annual evaluations of Contractors performance.
  • Performs, coordinates and/or assists with dam, saddle dike, and piezometer monitoring and inspections, and annual checklists, etc.
  • Incumbent serves as the Project Maintenance Manager and Asset Manager for the Recreation, Environmental Stewardship, Flood Risk Management, Navigation and Joint business lines.
  • Ensures all maintenance activities performed by the contractor(s), and others, are properly documented and processed through the Facilities Equipment Maintenance system (FEM).
  • Serves as the Collateral Duty Safety Officer for the Project overseeing safety compliance, maintaining records, completing safety and incident reporting requirements, and coordinating with the District Safety Office.

  • Must obtain CPR/First Aid certification within 6 months of appointment.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Must use appropriate Personal Protective Equipment when required.
  • Upon entry, must be eligible to be appointed as COR to a Cost Contract (Type C) within 12 months of employment.
  • May be required to work in all types of weather, including inclement weather.
  • May be required to work outside of regular duty hours such as evenings, nights, weekends, or holidays.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-10 Specialized Experience:
One year of specialized experience which includes: 1. Monitoring the contractors quality control and performance for construction projects and quality assurance surveillance plans; 2. Reviews shop drawings submitted by the contractor for contract compliance; 3. preparing data for processing of pay estimates for construction projects; and 4. reviewing construction project plans, specifications, and oversight of construction safety requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09)

GS-10: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

GS-11 Specialized Experience: One year of specialized experience which includes: 1. Monitoring the contractors quality control and performance for construction projects and quality assurance surveillance plans; 2. reviewing cost contracts and proposals for source selection boards; 3. preparing data for processing of pay estimates for construction projects; 4. reviewing construction project plans, specifications, and oversight of construction safety requirements; and 5. Verifying contractor invoices to ensure lump-sum and unit prices are valid prior to payment.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10)
