Summary

The Service Line Manager (SLM) position is located in the Health Services Portfolio, Product Delivery Service (PDS), Office of Information Technology (OIT). The incumbent serves as the SLM responsible for performing managerial and supervisory functions under the purview of the Director for Health Infrastructure and Systems Management (HISM) pillar. The SLM is responsible for researching, assessing and projecting the application of new and existing information or communications technologies .

Major Duties:

  • Provides direction, leadership and mentoring to develop and foster the leadership and management skills of DMs, DCs, and subordinate Service Line staff.
  • Communicates a vision for the service line; translates organizational goals into actionable objectives and assignments. Motivates, mentors, and develops subordinate managers and staff; cultivates a high-performance, collaborative workforce.
  • Communicates clearly and regularly with stakeholders, streamlining interactions and aligning IT activities with business goals.
  • Reviews and approves new IT infrastructure intended to support the information needs of medical center and VHA management.
  • Possess a high-level understanding of the Menu/Option Structure of VistA applications. Assists in standardizing the processes and procedures for support. Assists facilities on installs or updates to assigned package software.
  • Plans, coordinates, develops, improves and implements efficient and economical evaluations of information systems and technical programs in support of new or existing applications software. Assists facilities on installs or updates to assigned package software.
  • Coordinates troubleshooting complex software/hardware problems. Provides subject matter expertise services for assigned projects and independently provides advice and guidance and resolves problem matters.
  • Uses oral and written communication skills and manages projects simultaneously are essential.
  • Presents findings/recommendations for product/application improvements and on implementation plans to agency officials with both IT and non-IT backgrounds.
  • Handles multiple concurrent projects with proven excellence in researching, organizing, writing, and presenting technical information. reports status and long-term projections relating to IT systems and Service lines to the Pillar Director.
  • Manages system Authority to Operate (ATO) processes and responds promptly to vulnerabilities and audit requests.

Physical Demands: The work is sedentary. Some work may require walking and standing in conjunction with travel and to attendance at meetings and conferences away from the work site. Minimum Qualifications Requirements

EXPERIENCE: To qualify for this position, you must have information technology-related experience demonstrating all of the four competencies listed below. Ensure that this experience is clearly described in your resume:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Selective Placement Factor: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position: Extensive experience with VistA and enterprise application software functionality, sustainment maintenance, patch review and release processes, and trouble ticket troubleshooting for VistA and enterprise applications.

Specialized Experience : In addition to the minimum qualifications described above, you must meet the following requirements to be considered for the position: This position requiresdemonstrate experience with VistA and enterprise application software functionality, sustainment maintenance, patch review and release processes, and trouble ticket troubleshooting for those VistA and enterprise applications for medical center customers; analyzing existing VistA or enterprise applications to isolate problem areas, solving operational problems, identifying new requirements tests programs to ensure systems meet business expectations. Experience with transport protocols such as HL7, RPC broker, SSSH and similar, experienced with a variety of programming languages to include, but not limited to Mumps, Delphi, C#, Java, Object Script, HTML/CSS, Python and others. Also experienced with modernization efforts related to transitioning from legacy Application languages to modern program languages.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
