As a Management and Program Analyst, GS-0343-12, you will be responsible for:
• Analyzes and evaluates on a quantitative/qualitative basis the effectiveness of line program operations in meeting established goals and objectives.
• Evaluates and advises on organization structures, methods, and procedures.
• Assists with developing, analyzing, and evaluating new or modified program/ management policies, regulations, goals, or objectives.
• Assists with developing procedures and systems for assessing the effectiveness of programs/management processes.

As a Management and Program Analyst, GS-0343-13, you will be responsible for:
• Analyzes and evaluates on a quantitative/qualitative basis the effectiveness of line program operations in meeting established goals and objectives.
• Develops, analyzes, and evaluates new or modified program/management policies, regulations, goals, or objectives.
• Develops procedures and systems for assessing the effectiveness of programs/management processes.
• Evaluates and advises on organization structures, methods, and procedures.

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-12, if you possess the specialize experience.

Specialized Experience for the GS-12
One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience assisting in the development of procedures and systems for assessing the effectiveness of programs and management processes for the grant administrative processes. 
2. Experience performing with assistance the functions in support of meeting the needs of Grants Management System (G5) users, such as the  gathering requests from internal reports; providing UEI updates and reassignments; and participating in the payment process for reimbursements or refunds requests during the pre-award and post-award processes.
3. Experience aiding in performing the grants administration activities such as (budgetary and internal reviews, grant awards, performance reports, monitoring expenditures, corrective actions, grant close-outs, reinstatements, non-continuations).  

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1.    Skill in applying analytical and evaluative methods and techniques in developing of new procedures and approaches to identify and resolve significant issues and problems of a unique nature related to grant programs.
2.    Ability to communicate effectively to make recommendations to management and brief them related to grant programs. 
3.    Knowledge of pertinent laws, regulations, and policies related to grant administration program/operations area to consider their impact on programs.
4.    Knowledge of qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of the grant administrative process.


You may meet the minimum qualifications for the GS-13, if you possess the specialize experience.

Specialized Experience for the GS-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience developing procedures and systems for assessing the effectiveness of programs/management processes for the grant administrative processes. 
2. Experience performing the functions in support of meeting the needs of Grants Management System users, such as the pre-award, award and post-award process which also includes gathering requests from internal reports; providing UEI updates and reassignments; and participating in the payment process for reimbursements or refunds requests.
3. Experience performing the grants administration activities identified as a part of your regular job responsibilities (budgetary and internal reviews, grant awards, performance reports, monitoring expenditures, corrective actions, grant closeouts, reinstatements, non-continuations, general familiarity with Federal Government's System for Award Management (SAM.gov)).

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1.    Knowledge of the application of analytical and evaluative methods and techniques to issues or studies concerning the efficiency/effectiveness of grant program operations or substantive administrative support functions and agency structures.
2.    Knowledge of agency grant program goals, and objectives, work processes, and administrative operations of the agency
3.    Skill to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve work operations in a program or support setting.
4.    Knowledge of pertinent laws, policies, regulations, and precedents applicable to the grant program and related resources in the area being studied.

Bargaining Unit:This position is included in the bargaining unit (American Federation of Government Employees (AFGE) Local 252).
