Duties

Help
  • You will validate Communications Security (COMSEC) software systems for strategic interface with the organization.
  • You will oversee the administration of the Communication Security (COMSEC) program to ensure all security requirements are implemented.
  • You will perform as a Contracting Officer Representative (COR) to oversee contracts (e.g., tasking of industry partners, manage labor category mix and workforce levels, identify and resolve Organizational Conflict of Interest [OCI]).
  • You will present briefs associated with Communication Security (COMSEC) management and security.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 803-Product Support Manager within 12 months of appointment.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • The work is primarily sedentary; however, frequent visitation of various elements of the LF/VLF system will require walking, stooping and bending.
  • The work is usually performed in an office or transmitter building setting; however, the LF/VLF site will expose the incumbent to lethal voltages and occasional hazardous noise levels. Extreme weather conditions may also be experienced.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. Qualifying experience would be demonstrated by: 1) Applying both communications and electronic circuit theory practices applicable to the full range of technical duties concerned with high power digital communications systems; 2) Implementing Contracting Officer Representative regulations to evaluate contract proposals and contractor performance; 3) Complying with current security guidelines as they apply to personnel, physical, industrial, information, cyber securities and anti-terrorism force protection; and 4) Resolving complex telecommunications problems using available resources and technical expertise.

This position has been designated as a Cyberspace Workforce position in the DoD Cyber Workforce Framework 411 work role of Technical Support Specialist, proficiency level Intermediate and, as a condition of employment, the incumbent of the position is required to obtain and maintain qualification in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, February 15, 2023 and supporting Department of Navy policies.

In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position.

Priority consideration will be given to military spouse preference and family member preference eligibles living in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth.

Military Spouse and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference.

Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor, or any time beyond the time employee ceases to be a family member.

The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
