Summary

The Lead Veterans Claims Examiner (VCE) serves as the primary contact and subject matter expert for the Veteran and is the main decision-maker for the full range of education claims. The Lead VCE explains benefit programs and entitlement criteria, conducts interviews, identifies issues, develops and gathers relevant evidence from multiple sources, independently adjudicates claims and authorizes payments, and inputs data as necessary to generate award and notification letters to Veterans.

Duties

Help

Specific duties include:

  • Reviews and authorizes unusually complex or difficult education claims.
  • Makes determinations where decisions may be debatable because of the complexity of information and interpretation of law.
  • Develops and provides training, technical guidance and mentors GS-11 (and other) employees independently based on their experience.
  • Final signatory authority to allow or disallow novel or unusually complex claims, as well as other benefit claims. Lead technical advisor for the team.
  • Advises supervisor of any issues of performance, workload management or quality regarding the team.
  • Articulates team assignments and communicates the assignment, project, issue tobe resolved or solved with appropriate actionable events, milestones, deadlines and time frames.
  • Leads team in identifying, distributing and balancing workload and tasks among employees. Monitors and reports on status of and progress of work.
  • Resolves informal team issues. Represents team in obtaining resources, communication and recommendations to supervisor affecting team.
  • Effectively communicates in person, via phone or electronically with employees, supervisors, claimants and stakeholders. Resolves issues independently.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/01/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-12 position you must have served 52 weeks at the GS-11 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-12 Grade Level:
  • Specialized Experience: One year of specialized experience at the GS-11 grade level in the normal line of progression for the occupation in the organization. Specialized Experience is defined as work that involves experience in authorizing education claims requiring research, interpretation and application of basic information, regulations, or guidelines and sharing that information with others.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements:The employee does sedentary work, such as sitting comfortably. There may be some walking, standing, bending, carrying of light items. No special physical effort or ability is required to perform the work.
