Major Duties:

  • Develop, execute, evaluate, and update Customer Training for TAC Customers from across VA as well as customers from Other Government Agencies (OGA) with IT procurement needs.
  • Research, analyze and make recommendations to management regarding the types, duration, and frequency of developmental training for the workforce as well the development of interns hired by the TAC.
  • Develop lifecycle cost analyses of assigned projects, performs cost benefit or economic evaluations of assigned programs, and/or frequently analyzes projected adjustments to mission.
  • Provide advice on administrative support systems to include employee training records kept both locally and in Federal Acquisition Institute (FAI) Cornerstone OnDemand (CSOD).
  • Draft recommendations for areas of improvement regarding gaining and/or maintaining these Federally accredited certifications.
  • Maintain sections of the online manual/directive for procedures for our organization on Training/Education.
  • Develop training directives based on legislation, Federal Acquisition Certification guidelines and other VA policies.
  • Assess the effectiveness and efficiency of the TACC s training programs and develops annual updates to the AED, TAC.
  • Lead, conduct, and manage forums and cross-functional integrated project teams (IPTs) on acquisition, engineering, program management, customer training and industry engagement training topics and challenges to support TAC employee/intern career development.
  • Serve as the TACC s authoritative source for all Federal Career Intern Program requirements and other TAC workforce development programs.
  • Execute annual and long-range plans to ensure all TAC development programs are responsive to organizational mission needs.
  • Evaluate existing plans compared to organization needs, identifies gaps and metrics to make changes as necessary to assigned program processes and schedules as a result of studies conducted.
  • Conduct the planning and execution of department-wide programs to include the annual IT Customer Training Program, and the planning and execution of the annual IT APBI Program,
  • Conduct studies on the impact of initiatives on the TACC s contract specialist, engineering, and program management work force.
  • Conduct succession planning, analyses, and coordinates with TAC leadership to determine areas to focus recruiting and training and development initiatives.
  • Represent the organization as career fairs for the recruitment of interns and student career experience program trainees. Actively coordinates with the TAC HR's Servicing Agency on the recruiting of interns/student employees at college universities and other industry fairs,
  • Identify date required for use in the management and direction of programs.
  • Complete special tasks as required.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/01/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: responsible for TAC operations and VA mission by planning, executing, and analyzing various programs in the TAC, Operations Services, Plans/Training/Analysis Division including but not limited to the IT Customer Training Program, the IT Advanced Planning Briefing to Industry (APBI) Program, and the on-going development, implementation, and evaluation of contract specialist, engineering, and program management training and development programs within the TAC. Identifying requirements and creating strategies to acquire products and services.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Career Transition Assistance Plan (CTAP) provide eligible displaced VA competitive service employees with selection priority over other candidates for competitive service vacancies. Collaborates with TAC managers for timely achievement and accurate tracking and oversight of all TAC employee Federal Acquisition Certification in Contracting (FAC-C) certifications. Works closely with Human Resources Liaisons (HRL) and TAC Senior Leadership to ensure the proper training and development of TAC employees and interns. Reviews all internal and external audit reports to identify corrective measures that can be taken to address findings related to the incumbent's assigned programs. For instance, audits that identify organization-wide shortfalls would be analyzed to determine types of training that should be given to the workforce to correct the deficiency, as well as whether the training should be procured externally or taught internally, and how frequently to provide the training to ensure compliance among all staff going forward to demonstrate a change/improvement in organization practice.
