Duties

Help

The purpose of the position is to serve as program support to the Army Medical Department (AMEDD) Strength Manager. The mission is to adhere to the three tenets of the Strength Maintenance Program: recruitment, retention, and attrition of all Health Care, Chaplain, and Staff Judge Advocate (SJA) professionals within the state.

Provides technical guidance and procedural support to the AMEDD Strength Manager, Recruiting & Retention Manager, Officer Strength Manager, Military Personnel Office (MILPO), State Surgeon/Deputy State Surgeon, State Chaplain, State SJA, commanders, unit personnel, field recruiters, and healthcare ministry and legal professionals.

Participates in developing and implementing written policies and guidelines pertaining to recruiting and retention programs for AMEDD, Chaplain, and SJA positions such as local regulations and Standard Operating Procedures (SOPs). Maintains copies and updates all applicable AMEDD, Chaplain and SJA recruiting and retention guidelines.

Coordinates and participates in recruiting efforts both locally and nationally at recruiting events such as medical conferences, medical school and dental school programs.

Serves as a principle point of contact for applicants and other interested parties during the recruiting and application process. These contacts require a high level of interpersonal skills that are essential to the functions of this position

Provides monthly reports and regular updates to the AMEDD Strength Manager, Recruiting and Retention Manager, NGB and/or Credentialing Officer to advise on the status of accessions or losses of the various career fields.

Prepares requests for the conditional release of applicants from other military services or transfers between states. Requests applicants' prior military service records. Upon the absence of the AMEDD Strength Manager, completes the medical prescreening and arranges for Military Entrance Physical Examination and required professional interviews for the applicant. Coordinates potential military assignment with the AMEDD Strength Manager, Recruiting & Retention Manager, MILPO, medical unit commanders, and State Surgeon/Deputy State Surgeon, as appropriate.

Coordinates with the state retention programs for health care professionals, ministry and legal professionals. To enhance the retention of health care professionals, the incumbent coordinates and provides administrative assistance in ensuring appropriate documentation is submitted to the AMEDD Strength Manager, Recruiting & Retention Manager, unit commanders; state Military Human Resource Management Office; Plans, Operation, and Training Office; MILPO; State Surgeon/Deputy State Surgeon. This ensures the smooth operation and application of such programs as the retention bonus program, special pay, continuing medical education, sponsorship, and clerkships programs.

Composes and prepares a variety of correspondence directed to local, national, civilian, military, professional groups, associations, and educational institutions concerning recruitment and educational programs in response to inquiries as a part of healthcare, ministry and legal advertising campaigns.

Assist in ensuring state/territory recruiting and retention missions are met, but will not be independently missioned.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Experience with Budget / Finance and GFEBS is preferred.
  • Upon selection will undergo a thorough background checks, including NACLC Verification and Financial Stability Assessments, IAEW AR 614-200.
  • Must complete a DA FM 7424 and have no Type I or Type II offenses.

Qualifications

Compatible military grade and assignment required prior to the effective date of placement. This is a Title 32 Indefinite excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Grades: Officer 01 to 03; Warrant Officer WO1 to CW4; Enlisted E4 to E8

Compatible Military Assignments: MOS IMMATERIAL

GENERAL EXPERIENCE: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs. Experience in human resources programs related to Strength Maintenance Program: recruitment, retention, and attrition of all Health Care, Chaplain, and Staff Judge Advocate (SJA) professionals within the state. Must have knowledge to serve as a principle point of contact for applicants and other interested parties during the recruiting and application process.

Education

Enlisted: Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.

Warrant Officers: Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.

Officers: For Army National Guard Second and First Lieutenants must be actively pursuing an undergraduate degree with at least 90 validated credit hours in a specified program. For Captains and above, must have an undergraduate degree from an accredited college or university.

Area 1 - Permanent or indefinite Military Technicians (Army and Air) currently employed with the NHNG. This includes NHNG AGR's who are covered under the Uniformed Service Employment and Reemployment Rights Act (USERRA) and have rights back to a Military Technician position.

Area 2 - AGRs, Temporary Military Technicians, traditional/M-Day Soldiers and Airmen currently serving in the NHNG.

Area 3 - Individual eligible for immediate military membership in the New Hampshire National Guard (Army or Air, depending on compatibility) as a military member in the Military grade/rank listed in this announcement.

Selected applicant may be required to serve a two-year trial period and then convert to permanent status IAW applicable laws and OPM guidelines.
