Summary

The incumbent serves as a Motor Vehicle Operator within the Health Administration Service at the Orlando VA Medical Center/Lake Baldwin Clinic to include all outlying clinics. In order for the Orlando VA Healthcare System to provide excellent health care that improves Veterans health and wellbeing, VA employees may be required to work irregular tours of duty, including evenings and weekends in order to conduct the VA's mission.

Help

Duties include, but are not limited to:

  • Drives extra-long and high 36 passenger bus/15 passenger van patient transport vehicles (typically 12,000 to 21,500 lb. average weight).
  • Transports patients to and from facilities to designated stops through inter-city traffic and interstate highways.
  • Drives sedans, carryalls, cargo vans and trucks up to 26,500 lb. curb weight, and other vehicles assigned to the clinic.
  • Ensures a safe comfortable ride for passengers and obtaining signatures for deliveries/pickups if required, making sure all items are inspected as to physical condition, quantity and status.
  • Performs all preventative maintenance tasks, such as checking all fluid levels, lights, wipers, tires, batteries, tools and be able to make minor emergency repairs as needed.
  • Abides by all establishment, city, county, state and federal laws and regulations governing the operation of motor vehicles.
  • Maneuvers vehicles over improved/unimproved and even/uneven roads throughout their trip.
  • Adheres to all speed limits and using side mirrors and spotters in difficult areas such as receiving docks and hospital loading/unloading zones.
  • Assist patients in/out of the vehicle when needed, involving physical exertion and frequent stooping and bending.
Work Schedule: Monday-Friday, Various shifts, May include holidays and weekends and may be subject to rotating shifts in accordance to contractual rules.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/30/2026.

DRIVER'S LICENSE REQUIREMENT: Requires a current, valid state-issued Commercial Driver's License (CDL) with Passenger Endorsement AND Air Brake Endorsement is required for this position. (Note: We may not accept pictures. Please Do Not submit a copy of your license. This requirement will be verified if interviewed.)

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Incumbent must use sound judgment; maintain mental and physical poise. Incumbent must handle objects weighing up to 50 pounds and occasionally more with assistance. Incumbent may assist on an infrequent basis, medical personnel or staff in the transfer of litter patients to and from beds and litters, and the loading and unloading of patients to and from litter vans. Tasks often require physical exertion such as walking, turning, stooping, bending, etc. Motor Vehicle Operator must maneuver vehicles over improved/unimproved and even/uneven roads throughout his/her trip, adhering to all speed limits/restrictions, and using side mirrors and spotter in difficult areas such as receiving docks, hospital loading, unloading zones, parking areas, backing up, etc. Applies safety and loading/unloading regulations at all times in regard to patients, cargo and mail, using correct body mechanics to prevent injury. He/she assists patients in/out of the vehicle when needed, involving physical exertion and frequent stooping, and bending. Incumbent must have knowledge and experience in proper loading/unloading sequence of cargo to achieve balance, protection of fragile items and safety of cargo/patients.

Working Conditions: Incumbent is required to work away from their home clinic in all types of weather and traffic conditions while performing his/her duties. He/she is exposed to danger of serious accidents and operates the vehicles in congested traffic conditions on regular and interstate highways at slow and fast speeds. These roads also include complicated interchange systems. Must deal and interact with patients with a variety of physical and mental disabilities. Incumbent is exposed to the possibility of cuts, bruises, strains, etc., when loading/unloading cargo.
