Duties

Help

  • Develops and implements Air Force programs and requirements validation process for peacetime and wartime and organic and contract logistics requirements (Weapon System Sustainment, Flying hour program, Logistics Information Technology systems, vehicles, support equipment, and logistics readiness functions) in the Planning, Programming, Budgeting, and Executing (PPBE) process.
  • Develops policies, procedures, and techniques to evaluate over $20B/year for full spectrum logistics requirements for the Air Force Corporate Structure during all phases of the PPBE processes.
  • Develops, implements, and analyzes policies, procedures and approves distribution of funds for execution of specific programs in the AF logistics portfolio.
  • Represents the Division or Directorate in meetings pertaining to assigned programs and/or projects.
  • Responds to a wide assortment of top-level logistics and budget related documents: doctrine, program change requests, defense planning, guidance, operational requirements, program management directives, Congressional language, etc.

  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
  • This is a Centrally Managed Position in the 0346 Logistics Management Series Field.

  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet, or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements applicable to the career category designated on the position description within 24 months of assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Support Positions, Logistics Management Series 0346

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes comprehensive and expert detailed knowledge of Air Force programs, policies, concepts, and procedures covering logistics, budget processes, and evaluative procedures. Comprehensive knowledge of Air Force logistics programs budgeting policies and procedures is required. Comprehensive knowledge of Congressional legislation, OMB circulars, Department of Defense directives, and Air Force policies, procedures and requirements necessary to formulate, justify, and monitor the assigned logistics programs is also required. Must have expert knowledge of standard business practices and applicability to traditional military logistics functions. Must possess a mastery of Air Force and command organizational structures and functions. Mastery of communication techniques is necessary in determining, assessing the impact of, and developing staff positions on current and long-range issues and requirements. A broad knowledge of the relationship of Air Force logistics, operations, acquisition, weapon system management and budget is required.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Comprehensive knowledge of Air Force logistics policy and doctrine. In-depth understanding of the intricacies of full spectrum logistics and budgeting.
  • Thorough and comprehensive knowledge of the Air Force Planning, Programming, Budgeting and Execution.
  • Thorough understanding of the requirements to develop a fully coordinated staff package. Mastery of the complete repertoire of action officer skills including staff processes, coordination procedures, and ability to deal with noncoordinating agencies. Must be knowledgeable of the procedures required to translate a policy position into written guidance.
  • Mastery of HQ USAF organization and function. In-depth knowledge of the responsibilities and authority granted to HQ USAF. Working knowledge of the relationship between HQ USAF and the headquarters of all other military services, the OSD staff and the Joint Staff.
  • Thorough knowledge of Department of Defense and Air Force requirements and financial/budgeting practices/guidance.
  • Mastery of written and oral communication. Must be able to effectively communicate complex logistics concepts to audiences with widely varying degrees of familiarity with the subject matter. Must be able to articulate a policy
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
