As a BUILDING MANAGEMENT SPECIALIST you will be responsible for the following duties

- The incumbent in this position will serve as a Facility Team Lead and is required to obtain and maintain Contracting Officer Representative (COR) certification.
- Provide leadership and administrative oversight of contracted employees at assigned DCSA facilities by coordinating all facility maintenance, engineering, and support to ensure work is completed to established quality standards.
- Manage facility oversight, space utilization, custodial, landscaping, material supply purchases, and technical reviews.
- Identify and recommend manpower needs and funding requirements in support of maintenance initiatives and/or repair programs.
- Serve as the DCSA representative at meetings and conferences, addressing facility requirements, operations, and issues.
- Plan and efficiently accomplish organizational relocations when necessary to meet approved project goals, while ensuring customer needs are addressed and satisfied.
- Manage interfaces between DCSA, hosts, and components while investigating and resolving unique, controversial, or urgent problems.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-12) in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes: Experience evaluating and analyzing facility operations and space management, with a demonstrated ability to develop and revise equipment maintenance programs and make recommendations for providing the most economical and efficient support services; Experience working independently and developing solutions to complex, sensitive, difficult, and long-standing problems that are not subject to treatment by commonly used methods; Experience developing and presenting information in narrative and/or statistical formats to individuals and/or groups; Experience effectively prioritizing and balancing the workload of the team and providing guidance to team members regarding deadlines, interpretation, and application of policies and guidelines.

Specifically you will be evaluated on the following competencies:
1.Contracting & Procurement Knowledge of various types of contracts, techniques or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration.


2.Building & Construction Knowledge of materials, methods, and the appropriate tools to construct objects, structures, and buildings.

3.Problem Solving Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

4. Oral Communication Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

5. Planning & Evaluating Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.

This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). Mission Statement
The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of Defense (DoD) under the direction, authority, and control of the Under Secretary of Defense for Intelligence(USD (I). The mission of the DCSA is as follows:

- Deliver efficient and effective background investigations, adjudications and continuous vetting to safeguard the integrity and trustworthiness of an agile federal and contractor workforce, and preserve military readiness and warfighting capabilities
- Identify and neutralize foreign intelligence threats to the USG's trusted workforce and critical technologies
