As a Logistics Management Specialist at the NH-0346-3 some of your typical work assignments may include:

  • Incumbent provides SDA-wide authoritative advice and guidance concerning logistics programs and functions to the SDA Leadership Staff, Site and Program Directors, and other members of the SDA staff. Establishes, implements, and maintains a comprehensive SDA logistics organizational framework across SDA's geographically dispersed offices. This logistics framework will support the SDA offices at the Pentagon, the NCR Tech Center in Chantilly, Virginia; the SDA Operations Center - North (OC-North) facilities at Grand Forks, North Dakota; the SDA Operations Center - South (OC-South) facilities at Redstone Arsenal, Alabama; and as well as other satellite Ground Support Sites.
  • Develops SDA policy and ensures strategic implementation of that consistent with Department policy, as well as related plans, processes, and procedures to comply with Department of War (DoW) and USSF Logistics and Audit requirements; this will have a direct impact on Agency Audit Readiness (FIAR) and statutory compliance. Develops budget estimates for logistics training programs, mobile support teams, equipment transport costs, classified destruction contracts, and travel to support periodic inventories and audits.
  • Serves as the senior accountable property advisor providing comprehensive oversight and management of all accountable property assets appropriated for, or utilized by, the Agency, across all applicable security enclaves. This includes strict oversight of all assets residing in the two major SDA accountable property systems of record as well as rigorous tracking of Contractor Acquired Property transferred to SDA, and Government-Furnished Equipment/Property issued to Contractors.
  • Inventory Control & Lifecycle Management - Plans, schedule, and execute comprehensive annual, cyclical, and sensitive item physical inventories across all organizational structures.
  • Governance, Delegation, & Investigations - Establishes defined custodial zones and clear lines of structural accountability across SDA.
    Appoints, trains, and oversees subordinate Property Custodians and Hand Receipt Holders in writing. Initiates administrative investigations, Reports of Survey, or Financial Liability Investigations of Property Loss (FLIPL) for lost, damaged, or destroyed assets.
  • Audit Support & Compliance Reporting - Act as the primary point of contact for internal and external property/logistics inspections, Command Supply Discipline Programs, and Inspector General audits.

Qualifications

You may qualify at the NH-03 if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service:

  • Experience applying DoW supply regulations, Federal Property Management Regulations (FPMR), APSR database architecture, and comprehensive logistics, fleet, and transportation management principles.
  • Experience applying DoW Audit Requirements (statutory and regulatory), DoW FIAR Guidance, required APSR 'Data Elements', the mechanics of audit 'Samples', 'Existence & Completeness' evaluations, etc.
  • Experience with civilian and military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
  • Experience effectively managing segments of large and complex programs tor to manage complex programs.
  • Skill in articulating and negotiating complex logistics issues to the organization's advantage.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
